Xatan is the main antagonist of Kamen Rider × Kamen Rider Wizard & Fourze: Movie War Ultimatum. He is the leader of the Akumaizer, the last remnants of the Akuma Clan who seeks to wipe out humanity and take back Earth with the help of his subordinates Eel and Gahra after his clan was pushed back thousands of years ago by the humans.
He is voiced by Demon Kakka and suit performed by Hirokazu Iwakami.

What Makes Him Close To Being Pure Evil?[]
In General[]
- Despite having to compete with Wiseman, Medusa, Phoenix, Sora Takigawa/Gremlin, Legion, Ogma, and the Ogre Phantom, he still manages to stand out; not only for trying to commit genocide on the human race but also subjecting the four child gates in a fate worse than death by making them relive getting attacked by Kaijin over in over again for all of eternity.
- While them being shunned and forced (alongside the rest of the Akuma clan) into hiding in the underworld thousands of years ago due to considering them demons and grotesque could potentially make them seem tragic, there are lots of things that don’t make this hold up.
- His tragedy is given very little attention, enfaces, or weight.
- None of the characters show any sympathy towards them at all. Haruto rejects Xatan’s offer to join them even after hearing him talk about how humanity treated him and Gentaro outright shows disgusts towards them trying to wipe out humanity and even says that he hates people (the Akumazier’s) who are petty like that.
- It’s never stated that humanity tried anything worse to his clan besides banishing them, making his genocide of humanity extremely petty.
Background[]
- Prior to the events of the film, he teamed up Wiseman and had his subordinates Medusa and Phoenix kidnap four child gates and Yu Kamimura and give it to him, Eel, and Gahra so that they could use their Infant Monster Plant machine on them and use the magic from the kids underworld to revive the Kajin from previous shows (Dopants, Yummies, and Zodiarts) and ultimately create a Kaijin army to wipe out humanity. Or at least use them for the time being while Eel obtained the Zevar.
- As a result of this, the four kids were temporarily trapped in a fate worse than death where they would be trapped in Yu’a dream and constantly be attacked by the kajin before Yu saved them in a repeat for all eternity.
- In order to prevent Yu from waking up, he put a brainwash spell on her that would make him not want to wake up.
Kamen Rider × Kamen Rider Wizard & Fourze: Movie War Ultimatum[]
- Defeated a bunch of Kaijin to demonstrate his and subordinates abilities.
- Had Eel travel five years into the future in order to retrieve the fully charged Zevar from Kageto Banba/Hercules Zodiart.
- Overpowered Haruto/Kamen Rider Wizard and his allies before entrusting the Phantoms to finish them while they entered the Gates’ Underworld.
- Just as Haruto, Shunpei, and Rinko were about to enter back into the real world after successfully breaking Yu out of Xatan’s spell, him and Eel showed up and took Yu away from them.
- While they escaped with Yu, he sent in more Kaijin to stop them.
- Grabbed the Zeber from Fourze, causing his armored car to transform into the Zaiderbeck.
What Prevents Him From Being Pure Evil?[]
- He is shown to have a genuine friendship with Eel and Gahra and even calls out their names in a saddened tone when they die.
