I thought not knowing would protect you, the same way I thought Lawton would. The ugliness of this would, I tried to turn you away from it. To give you a different world to see. But what that took, that was ugly. I just saw it as work, as what I had to do. I've always loved you. I have always loved you, and I think I've found a way to give you a second chance that you deserve in the place you deserve, but you have to want it. - She became the leader of the Pioneers, a hostile network of survivors who would kill anyone who rebel against her or when they no longer proved useful towards her.

When Logan tried bettering himself to reach a peace deal, Virginia simply killed Logan and his men before trying to force the group into giving them gas. While she lets everyone go in exchange for Luciana staying behind, this was only pragmatic.
- When confronting Morgan and his caravan on a bridge, she pressured to join them and when they refused, she let off gunshots to draw a horde on the bridge, leading to the death of Tom. This leads to them without many supplies left and force to agree to join Virginia.
- Once she separates the members of the caravan and sends them off, she shoots Morgan in the gut in order to prevent his influence from spreading, and leaves him to get eaten by zombies, and for added insurance, she hired Emile LaRoux, a bounty Hunter, to go and kill Morgan. However, Morgan lives.
- After Morgan kills Emile, Virginia threatens to murder all of Morgan’s friends if he reveals himself.
- Covers up several murders Dakota commits against various Rangers and attempted to accuse others to protect her, and executes Janis when she falsely confesses.
