Victoria "Vee" Vance is the main antagonist of Nickelodeon's 44th feature film PAW Patrol: The Mighty Movie.
She is an eccentric mad scientist with an interest in meteors who in her pursuit of knowledge and power, forms an unlikely alliance with Mayor Humdinger in order to devise a plan to steal the superpowers possessed by the PAW Patrol.
She is one of the most powerful foes ever faced by the PAW Patrol Team so far and the arch-nemesis of Skye.
She was voiced by Taraji P. Henson.

In General/Background
- While she had a sympathetic backstory and somewhat of a tragic past, as she got made fun of by her former colleagues in her group for her meteor obsession and being called a "mad scientist" by them when she tried to present them with her ideas of the future with the meteors and got bullied and teased by them and felt small as a result, resulting in her leaving the group and started to work alone as well as promising herself that no one will humiliate her again and while it was played for sympathy, this doesn't excuse her actions, seeing how far she goes to achieve her goals.
- While she claims her motive is to never be called a mad scientist again, this gets dropped by the end as she outright admits she's a mad scientist but still continues her evil plan.
- While she does have many comedic moments, such as her running joke with being called a mad scientist despite not wanting to be referred as one, Liberty pointing out that she finally calls herself a mad scientist, being forced to shake hands with the Kitten Catastrophe Crew, much to her annoyance and dismay, Mayor Humdinger telling her that he has a "surprise" for her in the toilet, becoming disgusted when looking at Mayor Humdinger's butt when in the sewers after they escaped from prison, Mayor Humdinger criticizing her on not helping her case when it comes to hate being called a mad scientist, which causes her to try and electrocute him to shut him up after testing out her powers, when she mocks Skye for feeling insignificant by pointing out how she wonât be like most redeemed villains and during her defeat when Zuma puts her in a water bubble does not detract from anything bad sheâs done and sheâs still treated as a serious threat.
- Despite PAW Patrol being a preschool show, the situation is shown dangerous and explicit enough to kill since throughout her actions and the movie, when the first meteor hit the pups were getting all of Adventure Cityâs citizens to seek shelter as the meteor hits, at some point Ryder also suspends the Junior PAW Patrol group due to how bad the situation got, and when the plane Skye was in was about to crash, the pups called for an evacuation on Main Street to secure a safe landing for Skye seeing how she couldâve been killed thanks to Victoria, this also caused Skye to lose her superpowers and when Ryder found out, he ordered her to stay put so she doesnât get herself into danger.
What Makes Her Close to Being Pure Evil?
- She goes to a junkyard and steals a giant electromagnet to get a magical meteor as well as unintentionally endangering the junkyard's owners, Hank and Janet by driving over their gas welding tanks and setting the entire scrapyard ablaze and on fire in the process, she builds a machine called the "Meteor Magnet" and plans to get it at her doorstep to get super powers, her plan fails when the meteor destroys the PAW Patrol HQ and puts Adventure City in danger.
- While at first she does show some concern for this, she almost immediately subverts this by taking credit for the meteor and shown gloating about it on social media, which got herself arrested in the process and losing her YouTube account due to taking credit for the incident and her presentation video got taken down as a result.
- Upon being arrested for her crime, she and Mayor Humdinger plot to break out of jail and get the meteor back, and also plot to steal the PAW Patrolâs crystals so she can give herself superpowers.
- Her deal with Mayor Humdinger in sharing a superpower crystal with him is entirely pragmatic because even though she follows through with it, she only goes along with it to get herself out of jail and is shown annoyed when she has to shake his hand and all the kitties hands, sheâs entirely rude to him otherwise.
- To lure the PAW Patrol to her, she puts herself, Mayor Humdinger, and the kittens in danger by setting a planeâs engine on fire so that the PAW Patrol would rescue her so she can steal the crystals, this works on Skye as she gains the power to control electricity through the crystal, even Mayor Humdinger thinks sheâs lost it for this plan but goes along with it anyway.
- They also abandon the plane and leave Skye in it which couldâve killed her had it not been for Ryder and the rest of the PAW Patrol closing Main Street to make sure the plane lands safely.
- When both her and Mayor Humdinger arrive at her laboratory, she gives herself the power to control electricity using the stolen power, and when the latter criticizes her on not helping her case when it comes to hate being called a mad scientist, she decides to try and electrocute him to shut him up.
- When Skye tries to stop her and get her powers back, she first tries electrocuting her, until the two chase each other, but then she locks her up and takes the remaining crystals.
- She uses a device that brings meteors because she wants to study them and use them just to gain more superpowers, she said herself that she managed to attract hundreds of meteors thatâll head toward Adventure City, and states she doesnât care if other people get hurt or killed. She even reveals her past and true intentions to Skye to justify her intentions when the latter tried to warn her that using the Meteor Magnet would get herself, along with many others to get hurt or killed.
- When Skye expresses empathy for what she went through about her getting made fun of by her former colleagues despite her destructive and harmful actions against Adventure City and the PAW Patrol, she coldly dismisses her empathy, asking Skye what would she know about anything that she's been through and tells her that she's "just a dog", which deeply hurts the latter's feelings.
- She mocks Skye for her insecurities when she tries to sympathize with the same insecurities Victoria has and still insists with her evil plans.
- She also scares Skye by yelling at her for attempting to sympathize with her as well as angrily telling her that she will never let her go, likely knowing that she knows too much about her plans and her machine and could tell the PAW Patrol about it, before laughing sadistically, showing she took sadistic joy in scaring Skye and further showing that she is even worse, ruthless, sadistic and much more cruel then Mayor Humdinger ever was.
- She gives Mayor Humdinger one of the crystals which caused a lot of major destruction in the city due to him being gigantic and the fact that he tried stepping on Ryder and the rest of the pups.
- She tries killing the entire PAW Patrol by attempting to shock them with electricity throughout the entire climax of the movie.
- She also attempts to kill them by using Marshallâs fire truck to crush them.
- She attempts to kill Chase as well by nearly getting him knocked off of the cliff which also almost takes Libertyâs life had it not been for her superpower.
- In her defeat, she says herself that the PAW Patrol may have stopped her but the meteors are still coming in a sadistic way, which further shows she doesnât care about anyone but herself, or the catalyst she caused.
What Prevents Her from Being Pure Evil?
- She suffers from Fridge Horror, as while is heavily insinuated that her attempted destruction of Adventure City would be dangerous, the full extent of the casualties it would entail is not explored in depth.
Trivia
- She is currently the only PAW Patrol villain to be Near Pure Evil, as all the other villains, except Mayor Humdinger (even then, the act that allows him to pass the baseline was an accident), Copycat and Codi Gizmody, are bog-standard and played for laughs.
- Her LIVE show version is bog-standard and less evil as she eventually reforms at the end.

- â Due to stealing the crane from J&H scrap for her dangerous and life threatening invention, she did ran over the wielding tanks causing the scrapyard on fire and leaving Hank and Janet in fierce peril.
