When they run away, he kills Lily's Daughter, may, in cold blood.

Why doesn't he count?[]
Well to simply put it, despite his crimes being Vile, he MASSIVELY fails the heinous standard of Supernatural, comparing him to God, The Darkness, and Lucifer isn't fair, but considering he's an angel, mass murder is very common for his species.

Cyrus Dorian: Xenophobic murderer who burned down a church full of children and adults (shown in flashback with Vivid detail, so no fridge horror) just to get revenge on his former girlfriend marrying a black woman (as a human) and later becoming a ghost serial killer who hunted down multiple black men.
Disaster Demon: A Demon who possessed the pilot of an airplane and then killed everyone on board (including Children) by crashing it. it also tried to do it to another plane but was stopped by Dean and Sam (confirmed that if Sam and Dean didn't stop it, everyone on board would die)
Whitman Van Ness (Proposed as Pure Evil) has trapped dozens of people in a fate worse than death, and another one who is similar, Avery Meadows, killed several children by lobotomizing them and also put them in a fate worse than death.
Hell, there's a species of monsters who feed and eat children for breakfast, there's a witch who cannibalizes children, werewolves kill children, you get it
The proposal for some reason said that child murder is almost never shown onscreen, which isn't necessarily untrue, but the aftermath of dead children is shown, and his personal villainy isn't that unique considering some One-Shots affect Dean, Sam, and Castiel more. (He didn't even help the angels in the causing of The Apocalypse, making him fail even more.)
