What is the work?
GigaBash is video game made by Passion Republic Games that is fighting based popular tokusatsu and kaiju films such as Godzilla, Ultraman, Power Rangers and etc makes you play as Titans/Kaiju with 3 story mode. It would later have a crossover with the actual Godzilla and Ultraman series part of the DLCs
Who Are They?
Rawa
Rawa is the Dragon King and Extinction Dragon who serve as the deity of the Tarabak people for one group of people.
Dr. Reiner
Dr. Reiner is the main antagonist of the Lightning in Thunder Armor who is the former Dr. Otoma Kazuo turned super villain.
What Makes Them Close to Pure Evil?
Heinous Standards?
The Villains they can fairly be compared to is Gorogong who went on a destructive rampage and Pipijuras who basically teleported the Earth to his people which scattered the planet.
However Pipijuras has alien technology while Rawa has himself and Dr: Reiner has a mecha to work with meaning both have less resources than Pipjuras.
Heinous Actions
Rawa
In the Woolley storymode Rawa would rampage in a city fighting Gigaman for unknown reasons.
In the Gorogong storymode he would steal the Giga Crystal from Gorogong and would try to kill him only to fail the end.
In the bios it was mentioned he killed bandits who tried to kill his loot or failed to make a proper exhilar for him to appease as he burn them to death.
His worst crime was when he killed nearly all the Titans in Tarabak where he wiped out nearly all the Titans
Dr. Reiner
He ends up betraying Yuuki Kazuo and Dr. Otoma Kazuo where he built Unit-02 mecha kidnapping the later where he would travel to the enter to the Earth to the Gigacore.
He planned on draining the Gigacore to starve out the Titans but would’ve risked blowing up the Earth which he didn't when Gigaman pointed out the risks as Dr. Reiner didn't care about the losses as long it meant eliminating the Titans to keep humankind safe meaning he was gonna willingly endanger billions. His draining of the Gigacore also crippled Gigaman briefly due to his powers connected there.
He would threaten to kill Yuuki Kazuo unless he surrenders Thundatross giving him time to think of it.
He would be defeated by Yuuki Kazuo & Thundatross and Gigaman where he seemly died afterwards.
Possible Preventing Factors?

In the bio it is mentioned he honored a natives of Tarabak that he would offer protection and goods in return for worship, may be possibly pet the dog moments but could possibility be pragmatism at best given he has something to gain from this.
Dr. Reiner
While he did have a ton of redeeming qualities at first, he looses nearly all of them when he became a villain and subverts care for Yuuki and Dr. Otoma.
Endangering the Earth don't rely on Fridge-Hottor either due to the cavern they're in shaking when Dr. Reiner was draining the Gigacore and the Heroes seeing it very threatening to take him down is enough to show.
What Prevents Them From Being Pure Evil?

His worse crime of killing all the Titans in Tarabak falls under Fridge-Horror since it wasn't stated how many has died in the bios but considering it had a massive impact on the environment and it earned Rawa the title of Extinction Dragon where the people saw him as a deity.
Plus due to how low the heinous standards GigaBash are it isn’t bad to the point where he fails too hard.
Dr. Reiner
He is a Well Intended Extremist as he only intended to drain the Gigacore to kill all the Titans to keep humankind safe but not too preventing to fall under Anti-Villain territory since he was willingly gonna risk blowing up the Earth to do so it makes it mostly outweighed but his Extremism is still holds up enough that stops Pure Evil status since he had some good intentions in doing it.
Verdict?
Rawa
I say yea since attacking an entire city, his rule and wiping out the Titans in Tarabak makes him one of the most dangerous villains in the game and has no technology access meaning he can’t be compared to Dr. Reiner.
But however he relies on fridge-horror since his worse crime of killing all the Titans in Tarabak didn’t say how many Titans he killed but considering the impact it had here and the low heinous heinous standards can make it enough to be Minor Insufficiently Heinous.
Dr. Reiner
I say yes him willingly risking the Earth getting the blown up and endangering billions to eliminate the Titans easily allows him to stand out since Pipijuras got more resources than him who got more resources than him.
However he is a well intended extremist since he only tried to drain the Gigacore to wipe out the Titans to keep humankind safe but considering he was willingly gonna risk blowing up the Earth to do it, it makes it outweighed enough to not fall under Anti-Villain territory but is still enough to stop Pure Evil status due to some genuine good intentions.
