It's been a while since I propose a NPE candidate and apparently the last few villains that I proposed were from the Halo series. So, I think it is time spice things up with a Godzilla villain.

What's the Work?[]

Godzilla vs. SpaceGodzilla is sixth installment of the Godzilla Heisei era film series. The story begins with the Godzilla cells being by either Biollante or Mothra and the cells were exposed to the black hole. This resulted in the creation of SpaceGodzilla, Godzilla's evil clone. SpaceGodzilla planning to destroy humanity forced Godzilla in teaming up with G-Force's Moguera in order kill SpaceGodzilla once and for all.

Who is He? What has He done?[]

Dr. Susumu Okubo is the secondary antagonist of Godzilla vs. SpaceGodzilla. He is a traitorous biologist who help working on Project T to gain control over Godzilla's mind, but is secretly working for the crime organization called Corporate Mafia.

He, along with Chinatsu Gondo, approached Miki Saegusa, a psychic who can communicate with Godzilla, and ask for her cooperation on Project T. When Miki initially refused the request due to how immoral it is to mind control Godzilla, Okubo is willing to use one of Miki's psychic trainees for the Project despite knowing the danger it would bring on them, both physically and mentally. Miki then accepts to be part of Project T, thus they flew on a helicopter to Baas Island, which is inhabited by Godzilla and his adopted son.

Upon arriving in the island, they have the G-Force soldiers (Koji Shinjo, Kiyoshi Sato, and Akira Yuki) help them on the project. When the soldiers shot the psychic amplifier onto the back of Godzilla's neck, Okubo and Chinatsu turn on the Project T computer has Miki tried to mind control Godzilla as a test. For a while, the mind control does work, but Godzilla later regain his mind. Frustrated, Okubo increased the power to a dangerous level, causing the computer to short circuit and Miki briefly lost conscious after the electric shock. After Godzilla's first battle with SpaceGodzilla, Okubo declares Project T to be a failure. Okubo, Chinatsu, and Akira left the island via the helicopter, while Miki, Koji, and Sato decided to stay (with former because she is worry about worried about Godzilla's son and the latter two in order to keep Miki safe).

Later that same night, Okubo sent several of his men to Baas Island to kidnap Miki while assaulting Koji and Sato. It is reveal that Okubo had betrayed G-Force and purposely sabotaging Project T. In his hideout, records Miki's T-wave in order to mind control Godzilla and have him wreak havoc. It was working for a while, but Godzilla once again begins to regain control, and Okubo angrily attempts to increase the power. As he was fixing his computer, Yuki, Koji, and Kiyo broke into the hideout and engage Okubo's Mafia gangs in a shootout in order to rescue Miki. After rescuing her, they left Okubo as he was still fixing the computer. Being obsessed in mind controlling Godzilla that he was unaware that SpaceGodzilla had flew over his hideout, causing to building to crumble and killing the biologist.

Heinous Standards[]

Since the Heisei era only takes place within the original Godzilla 1954 film and all of Heisei Godzilla films, Okubo did not have to compete with other villains from Showa, Millennium, and MonsterVerse series. Despite that, the Heisei era heinous standard is very high, with global-level threat on average. We have SpaceGodzilla, Destoroyah, and Battra willing to bring destructions all over Earth. We also have Chuck Wilson, the Futurian who tried to erase Godzilla from history and create King Ghidorah to force Japan to submit to him or he will use his mind-controlled dragon to wreak havoc on the country.

Despite Okubo's competitions, he still manage to stand out due to having much fewer resources since he is only a human and is limited to modern technology and his mafia gang while SpaceGodzilla, Destoroyah, and Battra are all over 100-meters tall monsters able to go toe-to-toe with Godzilla, the King of Monsters. While Chuck Wilson's resources are not much higher than Okubo's, Wilson still has the advantage as he have access to more advance technologies and is able to time travel.

Okubo pass the heinous standard of the Heisei Godzilla series for being unique enough as he betrayed the G-Force and he kidnapped Miki in order to mind control Godzilla and use him to bring destruction.

Mitigating Factors[]

None at all. Unlike his former/false colleague, Chinatsu Gondo who had a genuine good intention in mind controlling Godzilla to stop him from doing any more harm towards humanity, Dr. Susumu Okubo's intention is the polar opposite as he is willing to use Godzilla to cause more destructions.

What Preventions Him from Being Pure Evil?[]

My issue with Okubo is that he ultimately suffer from Fridge Horror as the scope of destruction that Okubo is willing to commit was left rather vague and unclear. Comparing to Chuck Wilson, who is more explicit on his end goal of wanting to destroy all of Japan with King Ghidorah. As such, Okubo slightly failed the heinous standard to Chuck Wilson. However, since the former has less resources than the latter, this is a minor prevention.

Final Verdict[]

Slight yes to this guy, but I will let you guys decide. If he gets approved, then Walter Simmons would no longer be the only Godzilla human NPE.
