This will be my first FBI proposal, another series that takes place in the Law & Order franchise, with the FBI shows having their fair share of heinous individuals.

What's The Work[]

FBI is a drama series created by Dick Wolf set in the Law & Order universe. The series focuses on the New York office of the Federal Bureau of Investigation and their inside operations and investigations into various crimes.

Who Are They[]

Eliza Holliman

Eliza Holliman[]

Eliza Holliman is the secondary antagonist of the episode "Prey". She is a member of Jacob Roscha's sex trafficking ring who sold him property and is a key component of the operation as she is the one who manages Roscha's properties where the numerous trafficked girls are kept. She keeps an eye on the locations, manages the books, and watches the captive girls.

Oleg Tsakro is one of the overarching antagonists of the episode "Prey" and an essential part of Roscha's trafficking operation. He runs a fraud employment agency from the Ukraine to lure in girls and traffics them to America to be handled by his sadistic cousin, Stepan "Snake" Tsarko.



Heinous Standard[]

As this series takes place in the Law & Order universe, the heinous standard is incredibly high, with there being countless vile traffickers who make it hard for other traffickers to stand out. However, Jacob Roscha's trafficking ring is easily one of the worst of the entire franchise, its brutality rivaling that of Johnny D, a PE. Stepan Tsarko is without a doubt one of the franchise's most heinous and evil traffickers, with him leading his men in brutally gang-raping the trafficked girls for three days straight to break them, murdering 18 of them himself. Jacob Roscha himself is only seen in a photo and gets next to nothing in terms of characterization. While it is stated Roscha is a wealthy head of an energy corporation the leader of the ring, not much about him is known despite him being an incredibly vile human. While Oleg Tsarko doesn't physically appear either, his role in the plot is more direct and it is made clear that he is a wicked and manipulative individual, with him being the one who lures in girls and traffics them to America to be horrifically brutalized by his sadistic cousin, making Oleg ultimately responsible for all of the horrible things that happen to them. The ring is confirmed to have trafficked around 69 young girls, with there being many other implied victims, some being forced to get cosmetic surgery to increase their value. Eliza Holliman plays a key part of all of this as well, pushing past the baseline due to her major role in the operation. She is the one who sold Roscha property in America for the girls to be kept and pimped out, she manages the properties where the girls are kept, watching over them and doing the administrative work in the ring, making her an essential part of the whole trafficking operation and the horrific things happening to the girls.

What Makes Them Close to Being Pure Evil[]

Oleg Tsarko is one of the main parts of Jacob Roscha's trafficking operation and operates a fraud employment agency to lure in girls looking for work. He gains their trust and traffics them to America to be handled and broken in by his sadistic cousin, Stepan "Snake" Tsarko who gang-rapes the girls for three days straight with his men to break them before forcing them into prostitution, with some of the girls being forcibly given cosmetic surgery to increase their value. This also leads to at least 18 girls being brutally murder by Stepan out of pure sadism. Oleg lures sisters, Hailey and Brooke to his agency and traffics them to the US, where like the others, Stepan and his two men gang-rape them for three days straight before prostituting them, with Stepan later brutally assaulting and trying to murder Hailey, who only barely survives. The ring is confirmed to have trafficked at least 49 other girls in addition to Hailey, Brooke, and the ones who Stepan murdered, with numerous more victims being implied.

Eliza Holliman is a major part of Roscha's trafficking operation, having sold him property for the trafficked girls to be kept and pimped out. She manages Roscha's properties, the books, does the administrative work, and keeps an eye on the trafficked girls, herself. When the ring falls under investigation by the FBI, the agents question Eliza who lies to them about her involvement and pretends not to know anything about the trafficking. The agents later learn of her involvement and the ring and while they find a photo of Eliza, Oleg, and Stepan on vacation together, there is no indication that there is a genuine friendship between any of them. During the investigation, Stepan fights and overpowers Agent Maggie Bell, however is later captured and arrest, revealing where the girls are being kept to save his own skin and be put in witness protection so that Roscha does not target him. When the agents arrive at the house, the guards try to kill them, but are brought down by the agents. Eliza is at the home supervising the 50 trafficked girls, including Brooke, who she is keeping prisoner in the basement to continue being pimped out. Ultimately, the girls are rescued before they can suffer anymore and Eliza is arrested.

What Prevents Them From Being Pure Evil[]

While her significant role in Roscha's trafficking ring allows her to pass the baseline, she fails the heinous standards to Stepan Tsarko whose role is more direct and violent, him being the one who handles the trafficked girls when they arrive in America, gang-raping them for three days to break them, with Stepan also having the additional crimes of serial murder, as he murdered 18 of the girls and attempted to kill Hailey.

While his integral role in the trafficking operation is made clear and the suffering he causes is evident, he lacks sufficient characterization due to never physically appearing onscreen, only being seen in photos and is minimally talked about by the agents.

Verdict[]

Solid yes to both of these nasty individuals. Both are major parts of one of the worst trafficking rings in the entire franchise, with Eliza selling Roscha the property to keep the trafficked girls so they can be pimped out, managing the properties, doing the administrative work and supervising the girls. Oleg is the one trafficking the girls from Ukraine to America by luring them in through his bogus employment agency, making him responsible for the horrific things that happen to them. However, Eliza ultimately fails the heinous standards to Stepan Tsarko and Oleg suffers from insufficient characterization.
