Tommy Wheeler is the main antagonist of the Criminal Minds episode "House on Fire." He is a serial arsonist and mass murderer who sets deadly fires to punish the people in his hometown for spreading false rumors that he and his sister Tina have an incestuous relationship.
He was portrayed by Tommy Dewey.

What Makes Him Close to Being Pure Evil?[]
- He committed non-lethal arsons as a kid on a trash can, a Christmas tree, and an abandoned shed.
- To get revenge on the people in his hometown, he committed a victimless convenience store and restaurant fire, and then an arson attack on a recreational center, killing 12.
- After the attack, he commits an arson in a movie theater and kills 19 people, killing at least 2 children and also making sure to seal the exits and turn off the main water.
- When the BAU are at the memorial, he goes to Pop's bar, kills 4, and injures the bartender.
- He admits to Tina that he burned down the recreational center to get revenge on the town and kill her fiancé.
- In a final standoff, he threatens to murder-suicide him and his sister if the BAU doesn't follow his orders.
What Prevents Him from Being Pure Evil?[]
- He has a genuinely tragic backstory of his parents dying in a house fire, being told he has an incestuous love with his sister and being expelled from school, and the final, being brutally beat and assaulted by a group of men.
- Most of his motivation comes from the death of his parents in a fire and the townsfolk bullying him for having an incestuous love with his sister Tina.
- Despite trying to murder his sister Tina, he does love her, even if they were in an incestuous relationship.
