Theo Galavan is the main antagonist of the first half of Season 2 of Gotham and a major antagonist in the second half as well as a posthumous antagonist in the later three seasons.
He was portrayed by James Frain.

What Makes Him Close to Being Pure Evil?[]
- Repeatedly tries to kill Bruce Wayne, a child, for what his ancestors supposedly did to his.
- Kidnaps the mayor of Gotham, puts a box around his head, and has him tortured for weeks for information and entertainment of his sister.
- Frees some of the worst maniacs of Arkham and lets them terrorize the city.
- Kills their leader Jerome to present himself as a hero (as a Pure Evil villain, Jerome deserved it, but Galavan only did it to get a good reputation and not out of disgust for Jerome's crimes).
- Kidnaps Oswald Cobblepot's elderly mother and forces him to assassinate his opponents for mayor.
- When Cobblepot tries to free mother, Galavan forces him to beg for her life and then releases her only to have Tabitha throw a knife in her back as she hugs her son.
- Goads Penguin on attacking his victory celebration by calling him "a man no mother could love" on television hours after he had Penguin's loving mother killed in his arms, not caring about all the innocent cops and guests Penguin's men will kill.
- Tries to manipulate Bruce Wayne into giving him his company for the name of his parent's killer which he immediately throws into the fire after he's found out and arrested for kidnapping the mayor.
- After he is found innocent by the court, he kidnaps James Gordon and gloats about his plans, then releases him and beats him up before telling his men to slowly kill him.
- When he learns that his young niece who he had told to seduce Bruce Wayne developed genuine feelings for him, he tells her to seduce him again and make him kiss her and then smile at his execution. Otherwise, he'll kill her. When Silver then protests at the execution after Bruce kissed her to save her life, he attempts to strangle her with his own hands.
- Despite pretending to love her, he routinely threatens his sister and right-hand woman Tabitha with death for things like trying to avenge her girlfriend, Barbara, or trying to help Silver.
- After Hugo Strange resurrects him and brainwashes him, Tabitha manages to restore his mind, but he immediately impales her with his sword for "betraying him" when it was actually he who betrayed her.
- While both of his deaths are brutal and horrific, with the first one consisting of Penguin desecrating his corpse by stuffing his umbrella down his throat, they were completely warranted due to how much of a monster he was.
What Prevents Him from Being Pure Evil?[]
- Despite his complete lack of any redeeming qualities, he fails the Heinous Standards to other villains like Jerome Valeska, the Dollmaker and Hugo Strange, who were each more influential in directly harming more people than Theo.
