Steve Gardner is the unseen main antagonist of the video game Metal Gear: Ghost Babel, an non-canon installment of the Metal Gear franchise. He was the National Security Advisor for the United States during the events of the Galuade Incident, who was abusing his position for his own ends.

What Makes Him Close to Being Pure Evil?[]
- During his career as a section chief for the CIA, he went on an investigation on the assassination of a Government VIP and a foreign agent, despite it being outside CIA jurisdiction. As a direct result of his bungling of the case, which involved the daughter of then-Army colonel John Parker, and she committed suicide. This causes the feud between each other.
- After Metal Gear was hijacked by foreign terrorists and relinquished the project to Parker, Gardner demands him to sacrifice Black Chamber. He then tricked Roy Campbell into ambushing the said group, after ensuring they arrived United States safely.
- Gardner leaked the intel on Metal Gear GANDER to Brian McBride (whose true identity he was actually well aware of) and Black Chamber, so they would attempt to steal GANDER and join the Gindra Liberation Front.
- He later blackmailed Campbell into getting Solid Snake out of retirement with the alternative of exposing the incident and pinning the blame on Campbell for masterminding it, holding Campbell's daughter, Meryl Silverburgh, hostage to demonstrate the seriousness of his blackmail.
- He hired Ronald "Weasel" Lensenbrink to attack Snake's support team after the mission is completed, so that they couldn't expose the truth behind his involvement with Metal Gear.
- He placed the USAF on standby mode at the beginning of the Galuade Incident so that, in the event that Snake failed to stop the GLF, he would orchestrate an air-raid bombardment of Galuade that would have also ensured Snake's death, which would have destroyed an country and killed millions if succeeded.
- He continued his plan to dispose of Snake and his crew.
What Prevents Him from Being Pure Evil?[]
- Despite his actions being heinous enough to make him Pure Evil, he lacks proper characterization due to not being seen in the game at all, and all his actions are only mentioned. However, it is minor, since his actions are enough to left a impact in the story.
