Stanley Dover is a recurring antagonist in Season 7 of Arrow. He is a serial killer known as the Star City Slayer.

He was portrayed by Brendan Fletcher.

His Evil Ranking[]

What Makes Him Close to Being Pure Evil?[]

  • While they may have deserved it for abusing him with drugs for "misbehaving" and driving him to insanity, he eventually killed his own parents by drugging them with the same medicine they gave him as revenge.
  • When his brother found out that Stanley killed their parents, he attempted to send him to Arkham Asylum to get help but was killed by him before he could do so. Unlike Stanley's parents, Stanley's brother actually cared for him and even tried to take the fall for him whenever he misbehaved, but Stanley killed him anyway because, in his own words, "he didn't have a choice".
  • He killed at least three individual people and their families when he failed to gain their love by killing the people that he thought were being mean to them. It's even mentioned that some of them were children.
  • After Oliver was convicted in Slabside Maximum Security Prison, Stanley becomes obsessed with Oliver and earned his trust by lying to him that he was "innocent" and "wrongfully imprisoned" so Oliver would protect him from the other inmates. When Oliver apologized to a beaten-up Stanley for not being able to protect him as he wished to not cause any scenes to get out of prison early to see his family, Stanley called him a coward and lied about having a family.
  • His influence caused Oliver to give up on his plan to be pacifistic to get out of prison early and resort back to violence, ending with him getting put in solitary confinement for a week for beating up Stanley's abusers, to which Stanley praised him for.
  • He subtly hopes for Oliver to torture Brick to gain information on where Diaz's minion, the "Grim Reaper" was sent.
  • He killed a corrupt guard and framed Ben Turner/Bronze Tiger for the act. He also lied to Oliver so he would try cleaning his name.
  • Upon Oliver discovering who he really was, Stanley claimed that he was only doing what Oliver always did.
  • During the prison riot, he knocked Oliver out with a sleeping drug in the infirmary and tied him to a table.
  • While trying to convince Oliver to let him be his sidekick and escape with him, he tells Oliver that all the prisoners deserve to be slaughtered by Diaz.
  • He told Oliver that all the people he killed "had it coming" and that it doesn't make him a monster for killing them.
  • He killed Brick for having abused him and escaped prison through the morgue (although Brick pretty much had it coming).
  • He retrieved information on and stalked the members of Team Arrow, sending them threatening notes.
  • He reused his father's drug, Mivacurium to paralyze and kill people, earning him the nickname "Star City Slayer", which he hates.
  • He breaks into a corrupt councilman's house and kills him by injecting him with the Mivacurium and then slashing his throat.
  • He slit Dinah's throat when she comes across his lair, which damaged her ability to use the Canary Cry until Oliver undid it when recreating the multiverse.
  • He broke into Oliver's apartment and paralyzed him, Felicity, and William by spreading Mivacurium through the vents and tied their bodies to chairs.
  • He claimed to be the only one who is truly capable of understanding Oliver and that he killed the people who were "after him" to protect him, while also stating that his friends weren't right for him.
  • He outright stated that "Some people don't deserve to live", showcasing his complete lack of empathy.
  • Upon Felicity telling him that he's worse than his father ever was, while also calling him the "Star City Slayer", he attempts to kill her in a state of rage.
  • Overall, his "care" towards Oliver was nothing but obsession as was his "care" towards his previous victims. It's also all but confirmed that he would have killed him if Oliver rejected him for the final time.
  • While he claims he only killed people that deserved it, it's nothing more than a self-serving delusion for him to kill whoever he thinks might take his obsession away from him.
  • Despite the Arrowverse having quite high Heinous Standards, Stanley still used his very little resources to kill his victims in a unique way, paralyzing them with a drug and then slitting their throats, leaving them to bleed out to death as they can do nothing to stop it. Coupled with how disturbing he is and that he's killed at least dozens of people (including children), he manages to stand out despite not being comparable to other Arrow villains like Prometheus or Ricardo Diaz.

What Prevents Him from Being Pure Evil?[]

  • He has a past of being abused and drugged by his father whenever he "misbehaved". His mother even agreed to this and did nothing to stop it. Although his brother tried to take the fall for him whenever he "misbehaved", it just made things worse for him and eventually drove him insane, making him tragic. However, this is a minor prevention as it's not played for too much sympathy and Felicity rightfully points out that he's become even worse than his father.
  • He was genuinely insane, giving him moral agency issues. He believed that he had done nothing wrong by killing people he claimed deserved it and he believed that Oliver was his friend, genuinely not understanding why he was upset with him.
