Shura (or his fully name Shura Sanjō) is the main antagonist in the Gantetsu Escort Mission arc in the Naruto anime. He was a robber killer ninja and the leader of a criminal ninja group called The Shinobazu.

What Makes Him Close to Being Pure Evil?[]
- He loots and kills several families. After the robbery, they destroy everything so that no eyewitness remains, even setting fire to the looted places.
- He wants to kill Gantetsu for rescuing the children of the killed families and returning the looted treasures to them.
- He kidnaps Akio.
- He beats and tortures Akio with his umbrella until the child faints.
- He sets fire to his own hiding place to kill everyone in the building.
- By doing this, he also forces Todoroki to relive his worst memory: the day he lost his parents and thought he lost Akio.
- He shows no remorse for his actions at all, is only interested in wealth fand is willing to kill anyone for it, including children.
What Prevents Him from Being Pure Evil?[]
- He fails the show's Heinous Standards due to some characters with similar resources being worse than him (such as Orochimaru and some Akatsuki members).
