Society doesn't just happen. The people NEED to be protected. If the only way to prevent future attacks is to monitor the thoughts and desires of the population, then the choice is obvious. We need to know who our enemies are and what they are planning! That is how we save lives!
~ Krueger explaining his motivations and justifying himself
You're software. Nothing more. You weren't created! You were designed to catalogue and track the thoughts of others - so that we people - could decide what action to take. You were a glitch! An anomaly! A mistake!
~ Krueger taunting Corvus before his death

Sebastian Krueger is the overaching antagonist of Call of Duty: Black Ops III. He is the chief executive of Convalescence Corporation ho is responsible for the illegal experiments performed on test subjects during the Direct Neural Interface trials, and the subsequent Singapore disaster caused by Corvus.

He was voiced by Robert Picardo.

His Evil Ranking[]

What Makes Him Close to Being Pure Evil?[]

  • He is responsible for everything that happened in Black Ops III, by expertimenting on thousands of test subjects, psychologically tormenting them to achieve his goals.
  • While he had Dr. Salim as therapist to help the test subjects in the trials, this was only out of pragmatism so that the DNI could prove itself successful.
  • Even though Corvus was the one behind the deaths of over 30,000 people, Krueger's experiments lead to that event, and instead of trying to repair his mistake and stop Corvus he just covered up his involvement in the incident to keep his reputation clean.
  • Planned on using DNI to dive into the thoughts of the population to maintain control over them.
  • To drive the point of how remorseless Krueger is, he was willing to reprise the experiments, even if it was to lead to even more deaths.
  • When Corvus confronts him and questions him about his purpose, Krueger taunts him by calling him a failure and a mistake, which ironically lead to his own death.

What Prevents Him from Being Pure Evil?[]

  • He fails the Heinous Standards to Dragovich, Kravchenko and Steiner, who attempted to use Nova 6 to kill millions of people.
  • He is a geniune extremist who thinks that controlling the thoughts of people is the only way to stop terrorism. However, he's still responsible for the death of thousands of innocent people, so his extremism isn't too huge.
