Roy Jonathan Burnett is the main antagonist of the Law & Order: Special Victims Unit episode "Guilt". He is a child molester who preys on adolescent boys, eventually driving of of them to molest children himself and another to attempt suicide.
He was portrayed by Beau Gravitte.

What Makes Him Close to Being Pure Evil?[]
- He is a pedophile who preys on young vulnerable boys, such from single-parents households lacking a father figure, those who are lonely, shy, or are confused about their sexuality. He befriends them and gains their trust before molesting and sexually abusing them. Over the years, he is confirmed to have sexually abused at least 100 boys. He would videotape the abuse as well, giving him extra leverage over his victims.
- He sexually abused Tommy Priore and destroyed his life, even tricking him into bringing other boys to him so that he could molest them, too
- He sexually abused Benjamin Tucker, which led him to become a pedophile and serial child rapist, who preyed on young girls.
- He targeted Sam Cavanaugh, a vulnerable boy without a father who lived with his single mother, befriending him and gaining his trust. He showed him pornography before raping him to "show him how to do it".
- His abuse sends Sam in a downward spiral and even when trying to help SVU catch Roy, he struggles due to still seeing Roy as his friend and father figure. The abuse also causes Sam's mother, Linda to be broken and angry.
- The stress of the trial and everything he had done to Sam, causes Sam to overdose on drugs and end up in a coma, something that Roy is the responsible for. This leaves Linda heartbroken and distressed.
- He shows no remorse for the lives he ruined and never owns up to any of his crimes.
What Prevents Him From Being Pure Evil?[]
- He suffers from too much off-screen villainy as while it is stated he sexually abused 100 boys, all of his sexual abuse happened completely off-screen and before the events of the episode, with only three of his abuse victims being named and characterized.
