Rory O'Toole is the main antagonist of the Law & Order: Special Victims Unit episode "I Deserve Some Loving Too". He is a racist Immigration and Customs Enforcement (ICE) agent who forces immigrant women to have sex with him in return for green cards and has them sent to detention centers and deported if they refuse.
He was portrayed by Jeremy Bobb.

What Makes Him Close to Being Pure Evil?[]
- He is a corrupt and xenophobic ICE agent who extorts desperate attractive immigrant women by forcing them to have sex with him on a mattress in his van in exchanging for giving them a green card, claiming "I deserve some loving, too." He has the women have sex with him generally three separate times. If the women do not comply, he sends them to ICE detention centers to be deported back to their home countries, where many will be brought back to a dangerous and violent environment will they will face harm and possibly death.
- He forced both Lina Vasquez-Boyd and Rosamie Klein to have sex with him or face deportation, making them too ashamed to tell their husbands about it and having made Lina have sex with him three separate times. Lina remains trapped in an abusive relationship with a spouse who is physically violent towards her. She is afraid of what her husband will do if he finds out that she was forced into sex and that he will blame her. leading her to refuse to testify after learning she is pregnant due to fear that her husband will thing that her baby is O'Toole's.
- He attempts to extort Maggie Quigley for sex as well, but when she refuses, he sends her to an ICE detention center to await deportation.
- When questioned by SVU, he sells out his worker, Duane Varik who had been groping and taking sexual pictures of women in order to stop them from finding out what he is doing to immigrant women.
- When Detectives Amanda Rollins and Hasim Khaldun go undercover to investigate him, Kaldun pretending to be an immigrant and Rollins pretending to be his American wife, O'Toole has Rollins meet with him privately in his van and attempts to extort her for sex in exchange for giving her husband his green card, telling her she needs to have sex with him two to three times and saying that he deserves some loving, too. When he is caught, O'Toole claims that what he was doing was a test of Rollins' loyalty to her husband, and later claims that is what he does to all of the women who he extorted.
- He repeatedly denies his crimes, but when Rosamie and Maggie are willing to testify against him, he takes a deal, knowing he will be punished for what he has done. He tires to excuse his actions, claiming he is protecting the borders and goes on a bigoted rant about his hatred of immigrants, saying how they are bleeding the system try and he is stopping it, showing him to be nothing more than a perverted bigot.
What Prevents Him From Being Pure Evil?[]
- While it is believed he has dozens of victims, his full victim count is not confirmed, causing him to suffer from Fridge Horror and fail the Heinous Standards to other rapists with less resources than him.
