Roman Khabko is the main antagonist and one of the two targets (alongside Vitaly Reznikov) of HITMAN 2's third Sniper Assassin mission "Crime and Punishment".
He is a powerful inmate who has risen to being the warden's second in command. 47 is required to eliminate him before he can buy his to way to freedom to avoid causing a diplomatic scandal.

What Makes Him Close to Being Pure Evil?[]
- He became a famous mobster in the United States who was involved in several crimes, including drug dealing.
- One of his drug deals lead to the deaths of four police officers.
- After returning to Russia, he organized prostitution and human trafficking by kidnapping young men and women and forcing them to.
- Before being arrested by the Russian authorities, he tried to blackmail an important politician.
- In jail, he became the corrupt warden's right-hand and enforcer, constantly abusing the other inmates.
- He bribed Reznikov with a large amount of money to get himself out, which almost triggered a diplomatic crisis.
- During the mission, he can be seen brutally beating an inmate to death out of pure sadism.
- If 47 kills the prisoner, Khabko would take his corpse and beat him as usual.
- During the riot, if 47 killed all the guards on the roof, he can kill Reznikov for no reason and try to run away, making him one of the rare targets in the series to kill another target.
What Prevents Him from Being Pure Evil?[]
- While he is undeniably evil, and his crimes are pretty unique even for the hitman series, he relies on fridge horror and offscreen villainy as while the human trafficking and forced prostitution is giving detail, none of it is shown to the player/Story.
- As a sniper elite target, he is insufficiently characterized, and thus can not have enough personality to be PE, but as he is sadistic and lethal, it’s a minor prevention
