Rodrigo is the main antagonist of the Phineas and Ferb episode "Minor Monogram".
He is a teenage newcomer of the Evil Science School who gets apprenticed by Dr. Heinz Doofenshmirtz. However, it turns out that Rodrigo actually plans to backstab Doofenshmirtz and use one of his schemes to take over the world.
He was voiced by Jorge Garcia.

What Makes Him Close to Being Pure Evil?[]
- Even before showing his true colors, the very fact that Rodrigo decided to enter the Evil Science School for no apparent reasons (not even seeming to have a backstory behind his motives like when they point that out to him) suggests that he became evil on his own accord with a self-driven desire.
- He backstabbed Dr. Doofenshmirtz by taking over the latter's evil scheme to take over the Tri-State Area. What makes this worse, however, is that Rodrigo was planning to do this even before seeing how incompetent his mentor is, despite openly admitting that he finds Doof's scheme in using two giant propellers to hold the Tri-State Area hostage to be quite crafty. He even intends to get rid of both Doof and his nemesis Perry the Platypus for the same reason.
- He trapped Dr. Doofenshmirtz and his daughter Vanessa with some of his advanced traps, in addition to tightening Perry's trap with some modifications early on, so that Perry can't escape.
- He states that rather than holding the Tri-State Area hostage, he is going to maneuver the propellers that will split the Tri-State Area and kill thousands, all just to demoralize others from stopping him to enable him in conquering the world. Even an outraged Doofenshmirtz considers Rodrigo's goal to be more crazier than his own methods of evil.
- While he initially showed some attraction to Vanessa and offered her to join him so they can rule the world together, he discarded any of this once Vanessa refused (as she shares her father's disgust over Rodrigo's goal).
- He tried attacking Monty Monogram when the latter arrives to stop him from destroying the Tri-State Area.
- Once Monty defeats Rodrigo and leaves him tied up to an armchair for him to be picked up by the OWCA, Rodrigo asks Vanessa if she still likes him for being a "bad boy", though it's likely this was just an attempt at manipulation to make her set him free. However, Vanessa plays wise to this by leaving Rodrigo tied up, saying that she's done with bad boys.
What Prevents Him from Being Pure Evil?[]
- He fails the heinous standards to Red Skull, who also tried destroying the Tri-State Area with his plot being played with much more gravity than his, as well as failing the same to Aloyse von Roddenstein, who tried to endanger the Earth by sending it to a new Ice Age.

- He is the only Phineas and Ferb character so far to be Near Pure Evil.
