Rob Lucci is a major antagonist of the One Piece franchise. He is the secondary antagonist of Water 7 Saga, more precisely during the Enies Lobby Arc along with Spandam, the leader of the CP9 and the leader of the CP Aigis-0 where Lucci is also part of. He is also a supporting antagonist in the Dressrosa Arc as well as Wano Country Arc, and a major antagonist of Egghead Arc.
He is voiced by Tomokazu Seki (who also voiced Enrico Pucci) and by Jason Liebrecht in the dubbed version.

What Makes Him Close to Being Pure Evil?[]
- During his flashback 15 years before the series, he was sent to deal with 500 hostages, but instead he killed all of the prisoners believing that they were too weak. Not only did he do this, but he also slaughtered the entire pirate crew including the captain.
- The reason why he joined the Galley-La Company at Water Seven along with the CP9 is to retrieve the blueprints for Pluton, one of the three Ancient Weapons.
- He beat up Mikazuki for refusing to pay him for his repairs on his shop. He also attacked Paulie when he tried to repay his debt.
- When he attacked Luffy and sent his crew flying, he blamed it on Luffy for attacking Iceburg.
- Alongside with the CP9, they set off a massive explosion at Galley-La that killed several peoples when they were disguised.
- He captured Nico Robin and Franky to execute them.
- During his fight against Luffy, he was shown to be very sadistic and had no remorse over the idea of killing somebody.
- He attempted to capture Shirahoshi as a sex slave for Saint Charlos and taunted her by stating that the nobles had rights over the rest of life.
- During the Reverie Arc when he joined the CP Aigis-0, he stopped Sai and Leo from interfering when Shirahoshi was captured.
- During the Raid on Onigashima, Rob Lucci ordered his troops to capture Nico Robin. However, it failed due to Brook helping Robin escape.
- He was sent by the World Government to kill Dr. Vegapunk.
- When seeing Luffy at Egghead, Lucci wants to fight Luffy while disregarding getting permission from the World Government and disobeying the Government's direct order of not fighting one of the Four Emperors without an Admiral. This is only for his petty revenge on Luffy after defeating him 2 years ago at Enies Lobby. He stubbornly refused to acknowledge Luffy as a member of the Four Emperors (despite Luffy's great achievement by defeating Kaido) even when he was easily defeated by Luffy two more times.
- He attacked Sentomaru.
- Due to him being a follower of his own "Dark Justice", he tried to kill Stussy for her betrayal. He even declared that he will never forgive Stussy for her treachery towards him and CP0.
- Despite working with Luffy against a common enemy, Lucci declared that Luffy is number 1 on his hit list. He even threatened to kill his crewmates once he killed Luffy due to his vengeful hatred towards the new Emperor from his humiliating defeat two years ago at Enies Lobby. When Kizaru appears, Rob Lucci betrayed Luffy and his crew only to be intercepted by Zoro.
- Struck Stussy when he was aiming at Vegapunk.
- While claiming his protection for Vivi, Lucci captured the Arabasta princess and tied her up into a chair just so he will deliver her to Imu.
- He is not well-intentioned or genuinely loyal to the World Government given his motives for joining the Cipher Pol was for his sadistic satisfaction than to be of service to civilians, as he only completes the tasks to satisfy his bloodlust tendencies, knowing that he could get away with his evil acts with no negative consequences.
- Despite being a minion of a organisation responsible for mass murders and corruption, Rob Lucci meets the standards by himself because his act of mass murder is done with low resources.
What Prevents Him from Being Pure Evil?[]
- He was disgusted when Spandam beats up Robin as well like his fellow agents. Lucci also looks down on Spandam because he is weak, showing some honor and standards.
- He is affable towards his teammates, especially his pigeon pet Hitori. He also cares for his best friend, Kaku, as shown when he and Kaku were betrayed by Stussy (who revealed to be Vegapunk's spy), and when he asked Marcus Mars to spare Kaku’s life during the Buster Call attack at Egghead Island.
