Richard M. Wheatley, Sr, also known as Richard Sinatra, is the main antagonist of Law & Order: Organized Crime. He is a wealthy businessman and a powerful crime boss who becomes Detective Elliot Stabler's archenemy.

OC season 1 & SVU[]
- Took the connections that his father Manfredi Sinatra had with mafia organizations and assisted them with gaining resources, dealing drugs, and selling bombs, indirectly assisting with several murders.
- Because of his major power, its heavily possible he has ordered assassins to kill people even before the episode.
- Ruthlessly shot and killed his stepson Rafiq Wheatley because he stole drugs from him, causing Angela to help order the murder of Elliot's wife Kathy Stabler because she was manipulated that Elliot killed Rafiq.
- Ordered the bombing of Kathy Stabler's car which severely injured and eventually killed her due to cardiac arrest.
- He regularly trafficked Coronavirus vaccines on the orders of his father, which is scummy and stops other people from using it in the future.
- Made a drug named Purple Magic that was shown to be considerably dangerous and killed due to overdoses.
- Hired his right-hand man and assassin Izak Bekher to murder his father while on a Ferris wheel.
- Ordered a drive-by shooting murder in front of the school his wife worked at.
- It’s possible that Jocelyn Howell was killed by Izak under Wheatley’s orders.
- Made Dr. Laurence Valentine steal COVID-19 drugs so they he and his friends could vaccinate themself at the funeral of Manfredi.
- Because of Purple Magic, a teenager named Cole Braverman died from an overdose of the Naradol part of the drug.
- Makes his bodyguard grab real estate agent Danny Lizer’s head and assault him by shoving his head in a water tank repeatedly.
- In the SVU crossover "Trick Rolled at the Moulin", a gang of females used the drug-to-drug other men and gang-rape them, eventually, 3 of them died from a knockoff of the drug, even Olivia Benson's half-brother Simon Marsten.
- Awkwardly touches undercover agent Gina Cappelletti’s hair to test if she is in love with his son.
- Travels to a drug lab with Gina and kills three drug dealers who made fake purple magic, leaving a child traumatized.
- Upon finding out that Gina planted a bug in his wine cellar, he sadistically forces Richard Wheatly Jr to assault and execute her.
- Made one of his bodyguards shoot and kill Izak because he got a better security detail.
- Tells Gianluca Silvano to kill Mohamed Maju Bah in exchange for 180 thousand dollars in Bitcoin.
- When the drug deal is ambushed, Richard takes advantage of the situation to take two civilians' hostage and strangle Stabler.
- Taunts Stabler and Angela on how she ordered the ruthless murder of Kathy and how Stabler was a loving family man.
- Ordered Diego Morales to poison his ex-wife Angela with a lethal dose of Novichok and when it wasn't successful, he attempted to have her poisoned for the second time.

- Covers up for Dana and Angela when they hired a man to kill Mia Zabatino to frame Eli, Eliot's son, for murder.
- Organizes a massive prison break at Remsen Correctional, the prison Sebastian McClane is at, releasing several criminals, starting riots, murders, assaults of guards, prisoners, and the escape of McClane and 4 other prisoners.
- After McClane left his lair, McClane hacks some of the city's systems by making money flying out of ATMs, stop lights malfunctioning, car crashes, and schools shutting down out of terror.
- Forces his new bodyguard to kidnap McClane right as he is about to redeem himself, getting him beat up and drugged.
- Forces McClane to escape in a helicopter to shut down power in the building and city block they were in.
- Believing that Angela was dating another man, he started to cut food and give her kisses, but he then grabbed a knife from the table and put it against her throat.
- Hacked into stocks with McClane in order to raise the prices and crash the economic market.
- Hired an old man named Miles Darman to stalk the Stabler family by giving Bernadette flowers each day.
- After watching Angela talk to Stabler and kiss and hold his hand, he blindfolds his wife and violently pushes her.
- Just to taunt him and because he lost everything because of Elliot, he makes the code to bypass his security system as the date Kathy died.
- When Stabler comes to beat Richard up, he assaults him and strangles him.
- Poisoned McClane’s deli food with fentanyl and tied up him and Angela. When he woke up, he pulls out a revolver, points the gun at Angela, and pulls the trigger several times, until McClane agrees to gather up his followers in exchange for her safety.
- While manipulating Sebastian McClane's followers, he asks Bill Boss to initiate project bedlam. The first phase would be the theft of government blueprints of buildings, and the second phase would be the mass bombing of five pillars such as corrupt institutions, government buildings, courts, banks, and law enforcement precincts, the blueprints being used to plant bombs in places that would kill the most.
- After McClane found out that Angela was faking herself as a hostage, he attempted to murder McClane with a bomb.
- Shut down the power plant that supplied all of New York with power, holding the city hostage and endangering the lives of thousands. Eventually, even hospitals would lose their backup power and almost every patient would be killed because the machines couldn't connect to their vitals. Further down the line, everything created in New York would crumble down as machines that are key to running buildings would shut down.
- While he does demand a private jet, the death of Stabler, and the delivery of his son or he would shut down the power of the city indefinitely, its mentioned that he wants to see the whole city burn down, meaning he might have been plotting to not keep his promise.
- Upon meeting his son, he tells him that he is not involved with his business, and shoots him in the chest several times.
- Planted bombs under the basement level of where he was located, and when SWAT came, he blew up and killed several of them.
- Caused the Tribeca nursing home’s power to shut down, literally saying that every old person there would freeze to death in due time.
- Hired goons to beat up Darman and kidnap Bernadette.
- Forced Stabler to confess to his history of officer shootings, lethal force, “murder”, harassment, and the "murder" of his wife.
- In his final moments with Angela, he manipulates her into believing that he loved her and that everything he did was for her. When Stabler calls Angela and tells her that he murdered his son on live TV, Angela fed up with the crap that has been fed to her, drives off a cliff to her suicide, killing them both.
- The prevention of love for his stepson and son, even Angela is heavily debatable, while he clearly drops any shed of love for the first two, Angela is more complex. He has always been aggressive to Angela after they broke up and he even manipulates her into committing a proxy murder. He has insulted her repeatedly, abused her and attempts to have her murdered. On the other hand, their relationship is continually off and it switches to abusive to fully compliant, making it way to hard to count as a prevention.
What prevents him from being Pure Evil?[]
- He has genuine standards against xenophobia as he shows disgust for his father holding racists beliefs and marries black women to prove to him they don’t deserve his hate. Though it doesn’t last, he still tries to mend their relationship, so it still holds up.
- He can be seen to have genuinely cared for his daughter Dana and his other son (Ryan) treating them with respect and for both of them, protecting them. Such as example is when he gave Dana a place to hide from police and gave loads of money to Ryan and his mother. With Pilar (his other ex/wife and Ryan’s mother), he tries to stop her from getting in arguments with Angela, which shows that he cares for her, how little it may be.
