Raymond Sullivan is the secondary antagonist of the video game Dead Rising 2. He is a security officer who watches over the safe house in Fortune City. But he is later revealed to be an undercover Phenotrans agent and responsible for the outbreak of both Fortune City and the outbreak of Las Vegas.
He was voiced by Phil Hayes.

What Makes Him Close to Being Pure Evil?[]
- He is a member of the Phenotrans, an organization that is dedicated to releasing zombie outbreaks in various cities like Las Vegas in order to generate more queens and thus make more Zombrex.
- He hires TK to infect all of Fortune City, causing the deaths of thousands, possibly even millions of people.
- He frames Chuck Greene for the zombie outbreak in Fortune City, leading Chuck to put himself in harm's way multiple times just so he can prove his innocence.
- After TK is captured by Chuck and the others, he frees him for an unknown reason and pretends that TK somehow knocked him out after "getting free" from his handcuffs when TK ends up infected and recaptured by Chuck.
- When Chuck, Stacey, and Rebecca discover that Phenotrans was behind the infection of all of Fortune City, Sullivan kills Rebecca with a shot to the head and then tries to kill Chuck, Katey and Stacey and when he fails, he decides to escape in a helicopter, leaving all of the survivors in the shelter to die in the destruction of Fortune City.
- When Chuck confronts him about his actions, Sullivan states that what happened in Fortune City won't be the last time they do something like this, showing that he was willing to infect more cities and cause the deaths of millions of people just so he could get more queens and thus be able to manufacture more Zombrex.
- It is implied that Sullivan was the one who planned the Las Vegas outbreak that claimed over 100,000 lives and infected over 1 million, including Chuck's daughter, Katey Greene, as Chuck accuses him of causing the outbreak and causing his wife's death and Katey's infection, Sullivan doesn't deny it and even says "everything we have done has been absolutely necessary"
- After Chuck is knocked down after momentarily defeating Sullivan, he attempts to escape with the evidence that could clear Chuck's name and mocks him about how he and Phenotrans are the good guys, not him, before Chuck kills him by causing him to get ripped in half.
- Despite dying however, Sullivan posthumously succeeded in getting the evidence out of Chuck's reach, forcing him and Frank West to both endanger their lives in Dead Rising 2: Case West in order to find new evidence to clear Chuck's name.
What Prevents Him from Being Pure Evil?[]
- As heinous as his actions are, he is still a well-intentioned extremist, as infecting several cities and causing the deaths of millions of people was the only way to make more Zombrex and to keep politicians, celebrities, scientists, etc. and believing that this was the only way to keep the United States stable.
- To further prove his point, he even opposes TK's motives of greed, stating that he got off the rail and turned greedy despite being well-paid for his job, alongside refusing to associate the latter's work with his and Phenotrans'.
Trivia[]
- Although his version in the original Dead Rising 2 is a clear Near Pure Evil, his version in Off The Record cannot qualify as such because in that version Sullivan is not an evil character and even sacrifices himself at the end in order to save Frank West.
