Ray Bulgarin is the overarching antagonist of the Grand Theft Auto IV Trilogy, serving as one of the two overarching antagonists (alongside Darko Brevic) of Grand Theft Auto IV and the main antagonist of The Ballad of Gay Tony.
He is a notorious and dangerous Russian crime lord and leader of the Bulgarin Bratva, known for his human trafficking operations. He emigrates into Liberty City, seeking to reclaim his lost diamonds stolen from the Chef while expanding his criminal empire. He's one of the arch-enemies of Niko Bellic and the arch-enemy of Luis Fernadno Lopez.
He was voiced by Vitali Baganov.

What Makes Him Close to Being Pure Evil?[]
- He ran a massive human trafficking operation, to the point that he was once arrested by gaining an entire ship full of sex slaves.
- When one of his ships sank, he blamed former employee Niko Bellic for it and tried to kill him.
- He and fellow Russian mob boss Dimitri Rascalov set up an ambush to kill Niko, who survived with the help from his friend Little Jacob.
- He ordered Luis Lopez to massacre an entire corrupt NOOSE unit. Despite their corruption, it was largely collateral and unneeded.
- He ordered Luis to kill Marki Ashvilli so he can buy the Liberty City Rampage hockey team.
- He killed and beheaded the Cook who stole his diamonds.
- It is heavily implied that he killed his own estranged sister Galina when she mocks him from the roof, leading him to indiscriminately shoot at the roof just to shut her up. However, it remains unconfirmed if Galina was killed, injured or just intimidated by the bullets, as she is only heard screaming and is never heard from again, but this still shows he doesn't care if he harms his own sibling if she annoys him.
- He set up an ambush to kill Luis after learning he and Gay Tony have the diamonds.
- He stole Dimitri's heroin after Niko killed him.
- He tried to flee Liberty City while leaving his henchmen, including his personal bodyguard Timur, behind.
- As a last attempt to stop Luis from killing him, he brought a grenade that would blow up the whole plane if he died (though Luis didn't care and shot Bulgarin dead anyway, whereas Luis made his escape unscathed).
What Prevents Him from Being Pure Evil?[]
- While his human trafficking operation would allow him to be heinous enough, it is completely off-screen. Additionally, his supposed killing of his own sister Galina was never shown onscreen and is not confirmed to be a killing. As of such, he fails the Heinous Standards of the Grand Theft Auto HD Universe.
- Furthermore, it's implied that he enjoys harming children, but this was also completely off-screen as no children were physically seen at all in the game, apart from Jill Von Crastenburg, who is unharmed by anyone. Therefore, there is no indication that Bulgarin enjoys child abuse, which further hampers his heinous standards.
- Due to the nature of The Ballad of Gay Tony, Ray has several comedic moments which detract from his villainy, which include his odd passion for rock music, where he enjoys singing and playing guitar during some cutscenes, as well as him shooting up at his sister after she insults his genitalia, which is played for some laughs.
