We will give these brave martyrs another hour or two for the poison to coagulate, for disease to start breeding. Then we pump them into the water supply! Plagues will sweep the city! People will die like flies! Then I, Otis Flannegan, will lead Ratkind to its rightful destiny!

Otis Flannegan, also known as The Ratcatcher is a minor antagonist in DC Comics, serving primarily as an enemy of Batman. He is a former exterminator turned criminal who plans on using his rats to get vengeance on the world.

His Evil Ranking[]

What Makes Him Close to Being Pure Evil?[]

  • Once killed a man because he said he stinked, which got him sent to prison.
  • After he gets out from prison, he manages to somehow find a way to control the rats, and he finds the judge, the prison warden, the arresting officer and Cornelius Budd, the man who witnessed his crime and imprisons them in the sewers for at least 5 years.
  • Blinded Budd sometime after capturing him.
  • When the judge manages to escape from his cell, Ratcatcher sends his rats after him, and they maul him to death.
  • When Batman comes down to stop him, he tries to drown him.
  • Attempts to feed his prisoners dead rats.
  • When he sees a squad of cops in his sewers, he sends his rats after them and they manage to kill one of them.
  • Shoots Budd dead and attempts to do the same thing to the officer and warden.
  • Shoots at Batman when he comes to save the surviving prisoners.
  • Later escapes from Blackgate by getting some rats to attack the parole board.
  • Leads a large army of rats to block Gotham’s main aqueduct, which would’ve caused Subways and Commuter Tunnels to be flooded.
  • Kills a contingent of his rat army by infecting them with various types of poison.
  • He also managed to make another contingent of his rat army 50x bigger and plans to lead them to take over Gotham..
  • He plans on pumping his poisoned rats into the water supply, which will spread disease among the population of Gotham, killing them. He also implies that he plans to do this with the rest of the world.
  • When a train car is trapped underground due to an earthquake, he has his rats attack the people in the train car.
  • He fires his gas gun at Batman, which, due to being in an enclosed space, which nearly causes the people to die. Ratcatcher only helps them escape due to the fact Batman removed his gas mask and not due to any genuine goodness.
  • During No Man’s Land, Ratcatcher has his rats maul a group of scavengers to death in order to get supplies to feed his rats, so they can multiply and take over Gotham.
  • Has his rats try and kill Robin.
  • While he does team up with Mr. Freeze, It’s only because Freeze threatened him.
  • While he does promise his rats that they will become Earth's dominant species, it's more out of a misanthropic hatred of his fellow humans and a fanatical supremacy for his rat army and not out of genuine well-intentioned extremism.

What Prevents Him from Being Pure Evil?[]

  • He does genuinely care about his rats, regretting killing them back when he was an exterminator for the Gotham City sanitation department. He also mourns them whenever any of them die.
