Ra's al Ghul is the overarching antagonist of the Batman: Arkham franchise.
He is the immortal radical leader of the League of Assassins, as well the father of Talia al Ghul and Nyssa Raatko, who seeks to destroy all forms of evil in the world, including that from Gotham City, becoming one the Archenemies of Batman (alongside the Joker, Scarecrow and Hugo Strange). Despite initially having a small role in Arkham City, he is revealed to be the master of Hugo Strange and the one behind the reopening of Arkham Asylum, thus leading to the events of the first game. His death and defeat led to a civil war within the League, with Nyssa leading the rebels to prevent his resurrection.
He was voiced by Dee Bradley Baker, who also voiced the Lighthouse Keeper in What's New, Scooby-Doo?, Admiral Trench in Star Wars: The Clone Wars, Carnage in Ultimate Spider-Man, Brainiac in LEGO Batman 2: DC Super Heroes and Evil Julian in Randy Cunningham: 9th Grade Ninja.

What Makes Him Close to Being Pure Evil?[]
- Arriving in Gotham City, he constructed Wonder City with slaves he bought from his homeland and technology powered by the Lazarus Pit, intending to the city as his base of operations to exterminate the human race.
- He had Cyrus Gold, a simple traveler, killed and revived by the Lazarus Pit repeatedly just for experimentation, eventually driving Gold insane and turning him into Solomon Grundy.
- When the residents of Wonder City began to go insane due to the energies of the Lazarus Pit, Ra's refused to do anything and went into hiding when the city council shut the whole thing down.
- Offered Hugo Strange the chance to become his successor, supplying him with near limitless resources to go through with his plan of systematically and brutally eliminating all crime on Earth.
- He sent Lady Shiva to convince Quincy Sharp to reopen Arkham Asylum so he can use it for his own plans, indirectly leading to the events of Batman: Arkham Asylum.
- When Batman arrived in Wonder City to find a cure for himself and the other people infected with the TITAN Virus, Ra's tried to goad Batman into killing him. In response for Batman refusing, Ra's furiously attempted to kill him after regaining his youth once again from the Lazarus Pit.
- When his attempt at killing Batman failed, Ra's used his own daughter Talia as a hostage and threatened to kill her if Batman didn't become his successor.
- Upon Strange's failure to kill Batman and the Arkham City inmates, Ra's betrays and kills him, saying that Batman was far better than him, although Strange did deserve it for all the bad things he did.
- When Batman calls him out on how much destruction and death he's caused, Ra's simply laughs and tells him it's for a cause.
- When Strange has Wonder Tower self-destruct before he dies, Ra's impales himself with his own sword in a final attempt to kill Batman.
- After the events of Arkham City, it is revealed that his actions indirectly got the surviving criminals of Protocol 10 released on parole, thus allowing the Scarecrow to form a criminal militia and setting up the events of Arkham Knight.
- After finally starting to succumb to illness from the Lazarus Pit, Ra's has his loyalists try to find him a cure, causing his daughter Nyssa and her followers to defect from Ra's and start a civil war with his loyalists.
- When Batman becomes involved with the civil war to stop it from having any effect on Gotham, Ra's attempts to get Batman to cure him.
- If Batman chooses to destroy the cure, Ra's has his loyalists try to kill him.
- If Batman chooses to give him the cure, Ra's brutally kills Nyssa for "betraying" him and then vanishes with a sadistic smile.
- Despite the high Heinous Standards of the franchise, he easily stands out due to his actions being overall responsible for causing the Arkham series to happen in the first place, causing hundreds of deaths and being indirectly responsible for the rise of other main antagonists, such as the Joker, Scarecrow and Hugo Strange.
What Prevents Him from Being Pure Evil?[]
- He has some moral agency issues due to the Lazarus Pit greatly affecting his sanity the more and more he uses it. He even tells Batman that the more he uses it, the more he feels like he's losing his mind. He wants Batman as his successor so he can finally die. By the time of Arkham Knight, he's almost lost whatever sanity he once had.
- His goals at least have good intentions as he intends to rid the world (including Gotham) of the evil that corrupts it, even if his actions are thoroughly horrible. Even Batman acknowledges this if he decides to cut off Ra’s’ life support.
- Although he greatly disagrees with him on his ideals for stopping crime, he still genuinely respects Batman, calling him a worthy successor and opponent. And if Batman chooses to let Ra's die from his illness, he genuinely tells Batman that he's proud of him for "presumedly" breaking his rule against killing.
