Prophet of Regret is the main antagonist of the first half of Halo 2 and an overarching antagonist of Halo Wars. He was previously known as a Vice Minister of Tranquility before being promoted to the High Prophet ranking. He is the youngest of the three High Prophets that lead the Covenant High Council during the Human-Covenant war, with the other being Prophet of Truth and Mercy.
He is voiced by Robin Atkin Downes who also voiced Riddler from Batman: The Telltale Series.

Background[]
- As a Vice Minister of Tranquility, he conspired with the Minister of Fortitude about the existence of planet Harvest and what they believed to be a vast repository of Forerunner artifacts.
- He blackmailed the Prophet of Restraint into stepping down from his position as High Prophet, taking his place as a High Prophet himself.
- As a High Prophet of Regret, he started the Human-Covenant War after discovering the humans, along with the Prophet of Truth and Mercy.
- While he does show to have some respect for the Elites, he is more appreciated for their combat skills and tactics rather than genuinely caring them as a race.
Halo Wars[]
- He formalized the Fleet of Glorious Interdiction; a Sangheili-led military force under his personal supervision, with Arbiter Ripa ‘Moramee as their leader.
- He chose Ripa not because for capability as a efficient leader, but for his ruthless demeanor.
- He gave ‘Moramee various missions to find the Forerunner relics in planet Harvest, attempting to revive a Forerunner fleet at the Apex.
- When he could not activate the Forerunner ships himself but a human can, he ordered the ‘Moramee to capture the human researcher, Ellen Anders, and bring her to the Apex.
- He would then escape to High Charity after his plan had been foiled by the UNSC.
- He ordered Commander Thel 'Vadam to find the source of human-modified Covenant weapons, and bring them to the Hierarchs.
Halo 2[]
- He suggested to the Prophet of Truth to have Thel ‘Vadam executed for his failure to protect the Halo ring to make an example to the Covenant.
- He led a small fleet to deploy the first full-scale invasion on Earth without informing the other Prophets.
- He ordered his Covenant forces to search for the Forerunner artifact in New Mombasa.
- After losing the battle in New Mombasa against the UNSC, he ordered his Carrier to slipspace jump to the second discovered Halo ring. The jump would cause to erupt and turned New Mombasa into ruins as the aftermath is even shown during the events of Halo 3: ODST.
- He attempted to activate the Halo ring, knowing that it will eradicate all life in the galaxy.
- He ordered his Covenant guards to kill Master Chief, the Demon.
- While his corpse being assimilated by the Gravemind was horrific, his death is played for karma given how heinous his crimes are against humanity.
What Prevents Him from Being Pure Evil?[]
- He failed the Heinous Standards to his fellow Prophet of Truth, who has similar resources, who attempted to fire all of the Halo rings by activating the Halo Array in the Ark.
