President Alma Coin is the main antagonist of the 2010 dystopian teen fiction novel Mockingjay, the final installment of The Hunger Games trilogy.
She is the very corrupt President of District 13, who acted in some ways worse than President Coriolanus Snow.

What Makes Her Close to Being Pure Evil?[]
- She is shown to have good intentions and wanted to have what was best for Panem, but later this is completely overshadowed by her arrogance, prejudice, delusions, and thirst for power that it no longer becomes a redeeming quality.
- She is shown to have an extreme hypocrisy since he had District 13 rebel against the capitol due to the tyrannical rule of President Coriolanus Snow, but she is as power-hungry as Snow himself and in fact even had the idea of holding a ceremonial Hunger Games for the children of the Capitol.
- This was one of the key reasons why the Districts even rebelled in the first place and on top of that, the Capitol loved the Hunger Games and had the event every year. This shows that she is no better than the Capitol.
- She might even be worse than Snow considering the fact that Snow has honor, care for others like his family, and genuinely believed that the Hunger Games were for the greater good, while Coin simply continued the games as an act of vengeance and cared about nobody. Katniss herself realized this when she shot the executing arrow at her instead of Snow.
- While it may seem that she cared for her rebel allies and District 13, this is probably not the case since she didn't care whether Katniss was alive or dead and in fact later preferred it if she was dead so Katniss wouldn't be a threat to her and would still help grow the rebellion even in death as a martyr.
- She especially showed this when she allowed Peeta on the mission with Katniss and co., knowing that due to the Capitol mutating him he might kill Katniss any second. She also visibly showed that she wished Plutarch rescued Peeta instead, not only because he would be a more charismatic symbol for the rebellion but also because he would be easier to control.
- While she did honor her promise with Katniss to spare the victors, she only did this because she needed the victors to vote for her plan of adding a new Hunger Games for the Capitol's children.
- She had the rebels take Katniss' prep team to District 13 as hostages, thinking that she would be doing Katniss a favor by capturing them. Katniss later found them imprisoned inside a room. They are found half naked, bruised and shackled to a wall after Coin had them severely punished just for stealing a slice of bread.
- She had the rebels kidnap Effie Trinket right after the second Quarter Quell and keep her imprisoned until the end of the rebellion. Effie only survived because Haymitch and Plutarch fought hard to keep her alive and stop the rebels and Coin from killing her.
- She had hovercrafts drop bombs onto the Capitol in order to kill the healers, children, and Peacekeepers. Katniss' sister Prim was killed in this incident. She also blamed Snow for this incident in order for the Capitol to turn against him and she would become the next president of Panem.
- While she did allow Katniss to kill Snow, this was merely because it would benefit her as Snow's death would have allowed her to become the President and with the blood on Katniss' shoulders, the people would see her as a warrior instead of a leader.
- If Katniss chose to kill Snow instead, Coin would have still been as tyrannical as him and possibly even worse. Katniss herself realizes this and shoots Coin instead of Snow during his execution.
- Unlike the main villain Coriolanus Snow, she has no redeeming qualities, care for others, or tragedy. Her honor is up to interpretation and it is unclear whether it was so she could manipulate others or it was genuine.
What Prevents Her from Being Pure Evil?[]
- She slightly fails the Heinous Standards to President Snow and Dr. Gaul, having killed less than them with her bombs. Many of her goals and intentions are also uncertain and it is unknown how the districts would have been affected under her regime, as mainly the Capitol would suffer, while for Snow, twelve large districts would suffer. However, this is a central plot point in the story, with Katniss being against her malevolence and wondering where she will draw a line.
Trivia[]
- Unlike her novel counterpart, her film counterpart doesn't count as Near Pure Evil due to a tragic background with her husband and daughter dying in a pandemic, and a lack of her clear motives.
