Oswald Chesterfield Cobblepot, also known as The Penguin, is one of the two secondary antagonists (alongside Two-Face) of the 2016 video game Batman: The Telltale Series.
He is Bruce Wayne's former childhood best friend who turns out to be the second-in-command of a criminal organization called the Children of Arkham.
He was voiced by Jason Spisak, who also voiced Scorpion in Marvel's Spider-Man.

What Makes Him Close to Being Pure Evil?[]
- When some criminals threatened Bruce Wayne, he fought them down in an extremely violent manner, being even more violent than Batman's tactic.
- Engaged in multiple criminal activities before the series even started such as illegal boxing matches, racketeering, arms dealing etc.
- Drugged Renee Montoya, forcing her to murder Falcone, despite him being sedated and not even a threat anymore as well as already being arrested by the police and about to face justice for his actions, making Renee look like a murderer.
- Took one of Carmine Falcone's men hostage and would have killed him if Batman hadn't arrived.
- Sent his men to kill Catwoman after she failed to retrive a device for him.
- Attacked the mayorial debate between Hamilton Hill and Harvey Dent, killing the police officers and the debate moderator, the latter of which on live tv, and took everyone there hostage.
- Released footage of Thomas having his mother committed to Arkham, partially to expose his crimes but also to ruin Bruce's reputation.
- After murdering Hill (who did deserve it), he beat up Dent and threw him to the ground before grabbing a stage light and either sucessfully or unsucessfully maims him with it, causing permanent burns to the left side of his face, depending on if Batman saves Catwoman or Dent.
- Broke a gift Alfred gave Bruce for no reason other than to spite him.
- He was an extremely corrupt CEO at Wayne enterprises, using Bruce's money to supply the Children of Arkham with guns. In addition to that, he also manipulated Bruce's records to make it seem like the mental issues caused by Lady Arkham's drug were ones that Bruce was born with, he also made himself look like the good person by wiping any records of his crimes, even saying that he was enrolled at Cambridge.
- Hacked Bruce's drones at Wayne Enterprises and attempted to kill Batman with them, even threatening to shoot a boy at one point.
- If Batman goes after Harvey in episode 4, Oswald will use his drones to drop multiple civilians off a rooftop in an attempt to provoke Batman by killing them.
- Had his henchman kill police commissioner Peter Grogan.
- Shot multiple cops with his drones in Cobblepot park, killing or seriously injuring them.
- Even if Bruce apologizes for what happened to him and admit it’s his fault for it, Oswald still tries to kill Bruce and Gordon.
- While he does have some funny moments, they are only funny to the audience, while he is taken 100% seriously in universe.
What Prevents Him from Being Pure Evil?[]
- He has a genuine tragedy. He lost his mother to Thomas Wayne after he had her drugged and committed to Arkham, which lead to his family losing their land and his father committing suicide. Oswald would then be bullied about this by other kids frequently.
- Speaking of his family, he still loves his mother and father. He shows grief over their fates, which are why he turned evil in the first place as his entire goal is to expose Thomas Wayne's corruption as revenge for what he did to her and if Bruce tells him his mother deserved Arkham, Oswald will fly into rage and attack Bruce, screaming he’s going to kill him.
