Penelope is a major antagonist in the Sly Cooper franchise, appearing as a major character in Sly 3: Honor Among Thieves, and the overarching antagonist in Sly Cooper: Thieves in Time. She's also the ex-girlfriend and arch-nemesis of Bentley, as well as a personal nemesis of Sly Cooper.

She is an anthropomorphic mouse from Holland and a genius mechanic who disguised herself as the Black Baron, but then became an honorary member the Cooper Gang as well as Bentley's girlfriend and assistant. However, she then betrayed the gang and sided with Cyrille Le Paradox under the guise of the Black Knight.

She was voiced by Annette Toutonghi.

What Makes Her Close to Being Pure Evil?[]

  • Before joining the Cooper Gang, she was initially their enemy and was shown to be quite ruthless in her methods.
    • She disguised herself as the Black Baron, a supposed champion in the dog-fighting world who was known for using dangerous cheating tactics. When other competitors mentioned how they sabotaged each-other, she thought of them as "funny" even though this would've killed someone.
    • When Muggshot paid some of Penelope's guards to help him attack the hangar, she uses the RC chopper to yank them into the air and dropped them to their deaths. While this may be an act of kindness for the Cooper Gang, she mostly did it out of revenge for almost being defeated by Muggshot in the previous year, and went too far anyway.
    • During her dogfight with Sly, she called in gunships to take him down when she was about to lose. This also makes her a hypocrite, as she claimed to be against cheating.
  • After believing that Sly was holding Bentley back for his potential, she betrayed him and his friends by joining Le Paradox's gang and aided him in finding the Cooper canes in an attempt to erase the Cooper bloodline from existence.
    • What makes this worse is that Penelope became a close friend to the Cooper Gang, with Sly having rescued her from certain death at the claws of a Chinese dragon at one point.
    • While Le Paradox has the greater grudge against the Cooper Clan at large, he is a tragic villain because of his father getting caught in the act of trying to frame Conner Cooper for the theft of a diamond and quickly arrested. Penelope, on the other hand, has no tragedy and instead willingly betrayed the Cooper gang out of spite for Sly.
  • She built a giant mech suit known as the Black Knight and an army of robotic guards to take over Medieval England.
  • When taking over Medieval England, she kills an entire battalion of knights with a rocket launcher.
  • After taking over Medieval England, she humiliates Sly's ancestor, Sir Galleth, by forcing him to become a jester.
  • She plays an instrumental role in Le Paradox's plans since she was the one who built the time machine that allowed Le Paradox and his gang to travel back in time, resulting in all the events of the fourth game.
  • She builds the Moat Monster, a mechanical three-headed dragon, to guard her castle. The creature is shown to be highly dangerous, as it eats Sir Galleth in one bite while showing no capability of being damaged by his sword alone (along with completely cutting off the cord that charges it) and attacks Carmelita with its fiery, hot breath and several rocket launchers integrated into its heads.
  • She drops a large gate in front of the Cooper Gang, nearly causing Sly to be impaled by standing under it.
  • She tries to kill Sly with her mega armor suit's lasers and bombs and by creating shockwaves on the ground.
  • When Sly's leg becomes trapped under the disembodied head of her mega suit, she prepares to beat him to death, knowing how vulnerable he is.
  • While she justifies her betrayal was to help Bentley in finding his potential, he points out that she only wanted to use him to create weapons and to rule the world. For calling her out, Penelope broke up with him.
  • She has an aversion to Sly's comedic remarks about her, as her focus always remains on trying to end him during their fight. She even admits that she always hated his jokes.
  • Unlike other villains in the series, she remains as a Karma Houdini in the end by breaking out of the maximum-security prison soon after being arrested.

What Prevents Her from Being Pure Evil?[]

  • She fails the Heinous Standards, as while as her successful and attempted kill counts are similar to Sir Raleigh and the Panda King, her potential ramifications of selling weapons to terrorists and armies to take over the world fall under Fridge Horror.
  • Despite breaking up with him and using him and rejecting his offer of redemption, she loves and cares for Bentley, as shown in the epilogue of Sly Cooper: Thieves in Time when she sends him postcards, possibly out of guilt for using him.

  • She is one of the two Sly Cooper villains to be NPE, along with Neyla.
