Paul "de Pleur" Harmon is a major antagonist in Far Cry 4. He is responsible for leading Pagan Min's Royal Army and is the governor of the Lowlands. Originally a desk jockey, Paul found inspiration after watching an episode of Dr. Phil and found himself working for Pagan Min in Kyrat. Known for torturing his victims, De Pleur ruled the Lowlands of the southern part of Kyrat but is defeated by the Golden Path and Ajay Ghale.
He was voiced by Travis Willingham, who also voiced Hypnobot in the Sonic Boom TV series.

What Makes Him Close to Being Pure Evil?[]
- He organized parties in Kyrat, where, together with his soldiers, ordinary residents and soldiers of the Golden Way were brutally tortured to death, and he did it with pleasure.
- Killed Noore's family (husband and children) immediately after their capture.
- Forced Noore to work for Pagan for years, threatening to kill her family if she refused, even though they had been dead for a long time.
- Brutally tortured Darpan with an electric shock, and then allegedly killed him.
- Unlike Noore, who did not act of her own free will, and then repented and committed suicide, Paul acted purely of his own free will and did not feel any remorse for his crimes.
What Prevents Him from Being Pure Evil?[]
- Despite his sadism, he deeply loves his family, and if he is put in prison, and not killed, he will beg to talk to his daughter when his phone rings. However, he forced his daughter to unknowingly help him in his crimes, such as writing fake letters to the Noor family to blackmail her.
- He was not hostile to Ajay and was quite friendly to him.
