Pamela Milton is the final antagonist of AMC's The Walking Dead, serving as the main antagonist of season 11.
She is the mother of Sebastian Milton and the corrupt governor of the Commonwealth, one of the biggest post-apocalyptic communities in the world.
She was portrayed by Laila Robins.

What Makes Her Close to Being Pure Evil?[]
- She runs an extremely corrupt system within the Commonwealth where the rich and higher ups thrive, and the poor suffer severely to make the rich richer.
- She has neglected and emotionally abused Sebastian for a while, which explains why he us the way he is now.
- She has all Sebastian's crimes covered up and pinned on Lance Hornsby. While he was indeed a terrible person too, it's pretty messed up to frame him for crimes he didn't commit.
- She goes on a manhunt for Eugene after he causes the death of her son Sebastian.
- She threatens Yumiko to have Max and Tomichi killed if she can't get Eugene.
- She psychologically torments Lance by killing one of his men and forcing him to hack up and feed his corpse to her now undead son.
- She sends some commonwealth residents to concentration to where they are broken down physically and mentally where 1 is even driven to suicide.
- Even worse she sends Connie to one of these camps for the extremely petty reason of getting her uncle kicked out of office before the apocalypse.
- She has Eugene put on an extremely rigged trial for the death of her son to which the verdict is to have him hanged, which she smugly smiles at.
- She has the children kidnapped and the babies put in a secret room, which is later revealed to be a room now infested with walkers.
- She sends her troopers to kill the survivors which she succeeds in killing a few.
- She attempts to shoot Maggie herself but ends up shooting Judith.
- She orders her troops to lure the herd into the lower quadrants of the commonwealth where the lower class reside so she can get to safety, essentially sacrificing hundreds to thousands of innocents and getting a ton of her own troops killed as well.
- This indirectly led to Luke's death when he bled out from blood loss due to needing his leg amputated from getting a bite on his foot, and Rosita's who got bit saving her daughter.
- She locks the gate to the commonwealth, leaving hundreds more (including some kids) to die to the herd as well, which is thankfully avoided and stopped by Gabriel.
- She tries to take the easy way out when she is arrested by having a zombified Lance bite her.
- She is overall simply a narcissistic, power-hungry sociopath who excuses her actions with hypocritical lies about making the hard call.
What Prevents Her from Being Pure Evil?[]
- Her love for her family is apparent.
- While she did neglect Sebastian for most his life, she still clearly loved him as she instantly held him in her arms when he was returned, and it was his death that set her fall to villainy and vengeance.
- She also held admiration for her uncle and father thinking that her father was a true and great leader and also felt her uncle was unfairly kicked out if congress.
- She felt remorse after accidentally shooting Judith, even having to sit in silence later after what she did which suggests she might have standards against outright killing kids. However, this is minor as she still took zero responsibility for this act and blamed it all on the Coalition and Daryl.
- It is implied that she felt bad for Lance and even possibly had feelings for him, as seem when she sees his zombified corpse and starts to look sad.
- Some dialogue with Aaron and Daryl suggests that she has respect for the former leader of Alexandria and her old political ally, Deanna Monroe as she states that Deanna was born to lead and even seemed angered that she died by a walker bite.
Trivia[]
- She is the only Near Pure Evil from the Walking Dead tv show to survive until the end of the series.
- The comic version of Pamela Milton cannot count as NPE as although she was still corrupt, she never stooped to the same lows as her TV series counterpart. Also, she was much more affable and sympathetic and even redeemed herself in the end.
