Dr. Otto Wolfgang Ort-Meyer is the main antagonist of Hitman franchise, serving as the main antagonist of Hitman: Codename 47 and the posthumous overarching antagonist of its sequels.
He was voiced by Kerry Shale, who also voiced Carl Ingram in the same series.

What Makes Him Close to Being Pure Evil?[]
In General/Background[]
- He was a member of Providence, an organization that sought world domination.
- Dialogues in the World of Assassination trilogy indicate that he did not care for his colleagues at Providence and only worked with them for his benefit.
- He supported and funded gangs, terrorists, and cults and profited of off numerous illegal dealings such as weapons dealing in order to fund his illegal experimentation, showing no remorse for the carnage they caused.
- He raised the clones in horrific conditions and abused them by denying them any human rights, shaping them into ruthless murderers against their will.
- He saw the clones as expendable, not caring how many died, despite the clones being capable of some degree of humanity.
- He unethically experimented on the clones to such an intense degree that 47 had PTSD even decades later.
- When 47 and Lucas Grey escaped from his facility and were taken in by a woman, Otto had the woman murdered after tracking them down and erased 47's memories of the event and then proceeded to give him even harsher training then before.
- When 47 had murdered a clone that killed his pet rat, Otto encouraged this behaviour, telling him that he was allowed to kill, but only when it was necessary.

- He wanted to create an army of clones as his own personal militia, with the goal of world domination so he could kill anyone who he deemed unworthy to be in his master race.
- He would sacrifice his own employees, having 47 murder two of them as part of his “training.” He watched this while laughing like a madman.
- He had no loyalty whatsoever, having his own allies killed by 47 when they were no longer useful to him.
- When he was confronted by 47, he tried to murder him with his clone army, seeing him as a failure and not needed anymore due to his new 48 clone army that had no conscious of their own.
What Prevents Him from Being Pure Evil?[]
- In his dying moments, he expresses some regret about how he treated 47, referring to him as his “son.”
