“ | Fear; a Jedi spends his whole life training against it. But at the Citadel, breaking Jedi is our specialty. Within these walls, they will learn to fear us. If not, they die. | „ |

His Evil Ranking[]
What Makes Him Close to Being Pure Evil?[]
In General[]
- He took over the Citadel and used it to capture valuable Republic prisoners, seeking to use this torture on Jedi to break them. He takes sadistic pleasure in doing so.
- He cares nothing about the Seperatist droids under his command, as he ordered a Commando Droid to shoot another one who mentioned the word escape and strangled his tactical droid K2-B4 for surprising him with a transmission from Count Dooku.
- While he's not shown abusing his pack of Anoobas, he doesn't show any care for when they are killed.
- While seemingly loyal to Dooku, he is willing to withhold information from him out of fear for what happens if Dooku finds out the Jedi are causing too much trouble. Then he eventually defied his order to keep them alive when he tried to kill Tarkin.
- Despite the high Heinous Standards, he manages to stand out with the brutal ways he kills others, and while torture isn't an uncommon crime, his torture is a prominent act in his plan, and most haven't done so on such a significant scale, all of which is done despite having just a prison on a planet full of Seperatist droids and Anoobas in his resources.
Season 3[]
- He was tasked with the torture of Even Piell and Commander Tarkin in order to find both halves of information about the Nexus Routes. He agrees with Dooku's plan to use that information to undermine the Jedi and Republic by causing a surprise attack on Coruscant, which would've taken many lives.
- He has K2-B4 scan any ship that comes into Lola Sayu, knowing that the Jedi wouldn't resist trying to save one of their own.
- When Master Piell refuses to break, his torture droid nearly removes his one good eye and would've succeeded if not for the Jedi breaking him out right before he can.
- He lays many traps to prevent the Jedi and their forces from leaving the Citadel, which results in several deaths. These include:
- Getting a Clone Trooper to trigger an electric mine and fall to their death.
- Using a magnet and magnetized Commando Droids to disarm them, getting Anakin electrocuted since it also attracted his cybernatic arm.
- Closing the shaft doors, which gets another Clone Trooper sliced in half.
- Ordering the destruction of the ship they intended to leave in, which results in some more Clone casualties and the apparent death of Echo.
- He shoots a Clone after successfully capturing Piell's half of the rescue party and intends on doing it to all of them one by one in front of the Jedi unless they reveal the location of Anakin and Tarkin's half.
- He sent his pack of Anoobas and ordered them to track down the escapees. This would result in Master Piell being bitten to death by one of them and would've nearly done the same to Ahsoka Tano if she didn't Force Push it.
- In one final attempt to deal with the Jedi, he attacks them with his speeder, resulting in more casualties, which include the Battle Droids reprogrammed by R2-D2 in order to get them into the Citadel.
- He was close to murdering Tarkin (who at the time had yet to commit the heinous actions he would be known for) by throwing him into the lava, which would've burned him to death until he drowned out of spite for not getting the information he wanted.
- Him being impaled in the back by Ahsoka is played for satisfaction and not sympathy, since even Obi-Wan was okay with it despite murder not being the Jedi way. Plus, she did it to save Tarkin (which does lead to consequences that she couldn't possibly have known about).
Season 7[]
- He is partially indirectly responsible for the extent of the Bad Batch arc, with a barely surviving Echo being captured and converted into a living algorithm by the Seperatist Leader Wat Tambor, which gives the Republic trouble in the Battle of Anaxes. This would result in Echo being a half-cyborg for the remainder of his life and joining Clone Force 99 after Captain Rex freed him from Skako Minor.
What Prevents Him from Being Pure Evil?[]
- He slightly fails the Heinous Standard to the likes of: Dr. Nuvo Vindi, who tried killing all of the galaxy with his modified Blue Shadow Virus; Pong Krell, who has a higher kill count despite his resources; and Keeper Agruss, who runs a slave prison with even worse conditions and killed several slaves just to make a point to the enslaved Obi-Wan and Rex.
