This is a list of villains deemed too sympathetic, redeemable, or generic to qualify as a Near Pure Evil. If you want to know more about the qualifications for a near pure evil villain take a look at The Near Pure Evil Status.
The following are different categories of non-qualifiers.
- Too severe/many Mitigating Factors: This is for villains who have a mitigating factor too severe for them to count(i.e redeeming or being an anti-villain and the like) or have too many that might not be too big on their own but add up to be too much.
- Not Heinous Enough: Too lacking in deeds to be able to count.
- Some Combination: Self-explanatory.
Note: Just because a villain may fit a certain section doesn't mean they will be listed if them not counting goes without saying.

Villains
Too severe/many Mitigating Factors
- Adolf Hitler (Downfall): He has too many redeeming qualities, being frequently kind to other people and his dog Blondie, and his death makes him a scapegoat.
- Alfred Drevis: Despite being sufficiently heinous, he is too remorseful to qualify.
- Aloyse Von Roddenstein: He is not taken seriously enough.
- Alma Wade: She is too sympathetic to qualify..
- Ancient Beast (Gothic): Too little is known about it.
- Arashi After losing he admits and regrets his action.
- Asteroth (Disciples): Typical destroyer demon without a serious goal.
- Azula: She is far too sympathetic, for her tragedy of lifelong emotional abuse and exploitation by her father, Ozai, which had severely damaged her mentally and is predominantly the cause behind all of her villainy. The only reason Azula is even incapable of redemption is due to how warped she is by her past, as having to change her ways and wish for a happy family with everyone having healthy relationships with each other, was taught to her to be a weakness in the eyes of Ozai, so she learned to suppress them to earn his favour and was beyond repair since.
- Balloon Boy (Five Nights at F***boy's): Although he's certainly heinous enough to qualify, his series is pure comedy with nothing taken seriously.
- Black Hat: He is not taken seriously enough.
- Blackrabbit: Her goal was to simply be happy with her father forever, even if it would involve both of them dying.
- Brutus (Asterix): He is insecure, is in love with Irina, and is not always taken seriously.
- Bryce Walker (TV Show): He has too many redeeming qualities and came close to redeeming himself.
- Cartoon Cat: He has no personality and suffers from fridge horror.
- Cersei Lannister: Her redeeming traits are consistently shown throughout the series.
- Chara: Has moral agency issues, is tragic, is way too enigmatic, and may not even be considered evil depending on one's interpretation.
- Chernabog: He has no characterization.
- Chris McLean: He is On & Off, Mischievous and has too many redeeming qualities.
- Claudandus: While what Claundanus did in Felidae was horrible, he is far too sympathetic to qualify.
- Claude Frollo: While his Disney Version is a full PE, his novel version is an anti-villain who was far more caring towards Quasimodo.
- Count Dooku: He is well-intentioned, cared about his former padawan, his death is played for heavy sympathy, he has a tragic past that makes his fall to villainy very understandable and he has quite a few Pet the Dog moments.
- Cozy Glow: She fails the in-story heinous standards, cares for Tirek, and came close to redeeming herself.
- Darth Malgus: He is an anti-villain and has too many redeeming qualities.
- Darth Plagueis: He has too many redeeming qualities and can be genuinely affable.
- Darth Sion: Before his death, he "confesses" that he regretted his actions and said he made no sense of his purpose.
- Dharkon: He is a Made of Evil character with no personality.
- Doctor Octopus' Tentacles (film versions): While they do gestures and motions that show some personality and Otto himself confirms he hears voices, they have little personality beyond that and an ambiguous moral agency due to being machines programmed to finish the fusion reactor.
- Dracula (Castlevania): He has too many preventions to qualify.
- Dr. Nefarious: While his reboot counterpart qualifies as PE, the original version is On & Off and teams with the heroes to defeat another PE villain, and is played as one of the more comedic villains in the series.
- Eloise Lund: She is tragic, lawful neutral, grey-zoned, a scapegoat, an anti-villain and has immense care for Liv.
- Evil Spirit (Care Bears): Lacks and moral agency or personality and her actions are somewhat standard.
- Galeem: Is only a villain by the circumstances of the game, and is also a mindless amoral with no personality.
- Garvey: His actions, especially his rape, are shock value.
- Gavin Magnus: Gavin Magnus is too sympathetic to qualify, overly respects the enemy and he is a tragic character and affably evil.
- Golden Freddy: Although more vengeful than the other animatronics, he still has too many redeeming qualities.
- Godred: He's a mindless robot made for evil crimes such as snapping necks.
- Gorefield: He's a parody of Garfield.
- Grandpa (Granny): He is protective and a comic relief.
- Granny: She lacks characterization and cares for her granddaughter.
- Hades (Disney): He is too comedic to count.
- Hannibal Lecter: His tragic past is awful, making him super sympathetic
- Hawk Moth: Despite being somewhat heinous, especially for a franchise like Miraculous Ladybug, he is way too sympathetic to count.
- Haytham Kenway: He's too sympathetic, affably evil and he truly loved his son.
- Henry J. Waternoose: He is an anti-villain who just wanted the best for his company.
- James "Jimmy" Hall: Despite being the only villain in the game, he is mischievous, sympathetic, has morals and is possessed/brainwashed.
- James Hook (Disney): He is too comedic to count, has a tragic past, is a scapegoat and is On & Off.
- Jason Voorhees: He is too sympathetic because of his tragedy, has some agency issues due to how mentally ill he is and has some standards against killing children.
- Jeff the Killer (Original): Although he is certainly heinous to qualify, he has a sympathetic background, cares for his brother Liu in one version, has remorse for his crimes and he is completely insane.
- John Kramer: He is an Affably Evil Grey Zoned Anti-Villain who is protective of his comrade.
- Joker (Harley Quinn TV Series): Harley Quinn is a black comedy and he is played for laughs far too often, not to mention he is on & off.
- King Rhobar II: Despite his actions, Rhobar II is an anti-villain fanatic.
- MegaBug: It shows no personality at all.
- Mekhane: She is an Anti-Villain and On & Off.
- Michael Schmidt: He's affably evil and a demon, bringing moral agency issues.
- Miles Walker: He has a tragic upbringing of being abused by his father, is partially honorable and only tried to kill Nick and Judy if they interfered with his schemes, has some slight good intentions of honoring hard-working animals, and ultimately felt remorse for his actions.
- Minerva Orland: She ends up fully redeeming herself in the end.
- Orin Scrivello: He is too comedic to count.
- Orochimaru: While he crossed the Moral Event Horizon for his numerous crimes, towards the end of the Naruto Shippuden he displays redeeming qualities and by the time of Boruto: Naruto Next Generations he has heroic traits.
- Preston Northwest: He has many comedic moments and ends up being a joke at the end of the series.
- Ra's al Ghul (Nolanverse): He is too sympathetic, being tragic, frequently coming off as genuinely affable, having a code of honor, and caring for his family.
- Radiel the Necromancer: He does not act of his own free will, Kognor possess him and the death god commits the evil acts through him.
- Raul Menendez: He has too many preventing factors.
- Revenant Liu Kang (Alternate Timeline): Though he is exceptionally heinous he is also rather tragic and was forced into evil out of circumstance instead of willingly becoming evil. Also, when he fuses with Raiden and his younger self he regains his formerly heroic persona.
- Roy Joe and LloydJoe: Despite being arguably slightly heinous, their worst actions were mostly under Diamond Eyes' orders, thus they'd fall under Villains By Proxy. Also, their crimes are easily outclassed by Diamond Eyes herself.
- Shou Tucker (2003): He felt remorse over his main MEH crossing (creating the Nina chimera) and actively tried to right his past wrongs.
- Siren Head: He's a mindless predator in a series with no continuity.
- Slendrina: Has way too many preventions and cares for her mother, husband and son.
- Spring Bonnie (Fazbear Frights): The worst of his crimes extend to child murder, which is considered generic in the work he is in.
- Springtrap (Tony Crynight): He's too sympathetic and cares about Fredbear.
- Tabuu: His personality and moral agency are not made clear enough.
- Thanos: Both his original and MCU version have too many redeeming qualities to qualify.
- The Crusader: His actions are pure shock value.
- The Invisible Monster: This creature made from energy lacks sapience.
- The Man with the Upside-Down Face: Although his actions were very heinous, it was not contained to a consistent storyline.
- Tirek: He has too many preventions.
- Todd Alquist: He has too many redeeming qualities, including being very affable and caring for a lot of people.
- Toy Chica (Toy Chica: The High School Years): Her cutscenes are completely played for laughs and serial killers are far from anything new in her franchise.
- Tomura Shigaraki: His tragic past and care for his teammates are shown consistently throughout the series.
- Tong Fo: He is too comedic to qualify.
- Two-Face: He is an extremely tragic villain whose tragedy and honor are major components of his character.
- Vanilla Ice: His actions are too standard when compared to other more vile villains.
- Walter White: He is tragic, cares for his family, demonstrate honor on several occasions, and overall has too many redeeming qualities and breaks in his villainy, occasionally even committing anti-heroic acts.
- William Afton (Groundbreaking): He feels too much remorse for his actions.
- Wrath (Fullmetal Alchemist: Brotherhood): While he participates in many horrific crimes, he has many notable redeeming qualities.
- Yaldabaoth (SCP foundation): Acts and guides on instinct and has a relationship with Mekhane.
- Yon-Rogg (MCU): He does have quite a few bad crimes, but he has quite a few redeeming qualities combined with the fact he fails the franchise's heinous standard means he can't quite qualify as Near Pure Evil.
- Zalgo: He lacks any personality and has questionable moral agency.
Not Heinous Enough
- Agatha Harkness (Marvel Cinematic Universe): Massively fails the heinous standard and is played for laughs often.
- Al-G Rhythm: His actions amount to standard "Kill the Heroes" villainy, and he is played for laughs often.
- Anna (Saw): Fails the heinous standard and has too many redeeming qualities.
- Arvo: Too standard and loves his sister.
- Aurra Sing: Her actions are extremely generic for the Star Wars franchise.
- Barkis Bittern: His actions amount to one off-screen murder and one attempted murder, making him not heinous enough to qualify.
- Baroness von Hellman: She only committed one murder onscreen, and all of the other murders are fridge horror.
- Big Brother (Five Nights at Freddy's): He's standard, felt remorse and might be Michael Afton, which would redeem him.
- Blaire Lily: Doesn't pass the baseline and out-heinoused by the other villains.
- Blank the Animatronic: Although he's more violent than most of the animatronics, he fails the standards and is a mindless, non-possessed robot.
- Bloodman: His actions are standard for Fairy Tail.
- Bloodwyn: His crimes are mere standard villainy, and is loyal to Gomez and Raven.
- Buldeo: Much like his boss his actions are standard.
- Bullit: Apart from abuse and murder, there is nothing to highlight him. Too standard of a villain.
- Butterscotch Horseman: Despite drugging a kid and having a profoundly negative effect on Bojack his actions still fail to stand out.
- Caprin: He didn't do much to go above the heinous baseline, especially when you compare him to Eogo.
- Cecil Clayton: His actions are standard for a villain.
- Chloé Bourgeois: While she sheds all of her redeeming qualities, she ultimately doesn't do anything unique enough to pass the standards of Miraculous Ladybug.
- Creation (The Joy of Creation): His worst crime is a attempted murder and he's a demon, bringing moral agency issues.
- Cruel Veterinarian: His worst action of sending animals to space is not heinous since the animals come back unharmed.
- D'Vorah: While being a despicable Hate Sink her crimes are very standard for the Moral Kombat franchise amounting to four murders and assisting two PEs.
- Darth Maul: While it can be argued that he is on the much higher end of standard evil within the series canon, he is still not that unique in comparison to other villains who are more unique series in Star Wars and has other preventions such caring for his mother and brother and his death was sympathetic.
- Dennis (SpongeBob SquarePants): His actions amount to standard mercenary and kill the heroes stuff with most of his crimes being offscreen.
- Desann: He is too standard to qualify, and he doesn't even reach Jerec's level of heinousness either.
- Dodoria: He has nothing unique and fails the massive Dragon Ball heinous standard.
- Donovan (Berserk): While a vile rapist and pedophile, rape is extremely common in the setting.
- Dr. Neo Cortex: Due to the light-hearted nature of the series, his standard villainy and comical nature prevent him from even being close to Near Pure Evil.
- Dr. Robotnik (2020): He is too comedic to count and relies on fridge horror.
- Dr. Vincent Devlon: He is completely outclassed by Dr. Zin in the Golden Quest/Cyber Insects continuity.
- Dr. Zara: She is a standard greedy poacher.
- Eddy's Brother: His actions fail the baseline.
- Elder Guardian: Fails the heinous standard when compared to the Killer Bunny, and his more heinous actions are merely implied instead of outright confirmed.
- Ernie (SMG4): He is not taken seriously at all and fails the heinous standard to Mario.
- Ernesto de la Cruz: His actions merely amount to one count of murder and one count of attempted child murder, which is not heinous enough for him to be above standard evil. As well, it is possible that he was genuinely affable to fans who did not know of his true nature.
- Fairy Godmother (Shrek): Her actions are standard with her worst crime being attempted murder, which is not enough for her to qualify and also truly cares about her son, Prince Charming.
- Falcon (Stuart Little): While he is cruel, he is no different from the general heinous standard of the previous villains in Stuart Little.
- Farley the Fox: He is not heinous enough and he is a simple predator.
- Fawful: He relies too much on fridge horror.
- Fib: Despite VeggieTales low heinous standard, he doesn't even have much of a lasting effect with his heinous actions, only putting him on the higher end of standard evil within VeggieTales.
- Fredbear (Tony Crynight): His actions amount to standard "kill the heroes" stuff.
- Frieda: Her actions are standard for a tyrant.
- Gaston LeGume: He doesn't do anything beyond standard evil.
- General Fong: Him getting people killed via poisoned fish is entirely offscreen and indirect and fails the heinous standard with what he did onscreen.
- Gnasty Gnorc: He is within too much of the lighthearted restrictions of the classic Spyro timeline.
- Grand Karcist Ion: His actions are pretty standard for the SCP universe, as all he wanted to do was to create an age of flesh. Plus, he's easily outclassed by other beings such as Yaldabaoth, the Lovecraftian Mutant that granted his powers, Mekhane, and the Scarlet King. Plus, he genuinely loves Lovataar.
- Gus Gorilla: Has some comedic moments and does the same crimes as the other animatronics, even if he did harass a young girl once.
- Heinrich Von Duffel/Klaus: His involvement in a Nazi concentration camp was never shown and his onscreen actions are insufficiently heinous.
- Heinz Doofenshmirtz (2nd Dimension): He relies on fridge horror, is consistently played for laughs and briefly redeemed himself by getting his toy train back.
- Himiko Toga: She has a tragic past and is sometimes played for sympathy, greatly cares for her teammates, fails the heinous standards to more vile villains like All For One, Kai Chisaki, and Tomura Shigaraki, and redeems by finally responding to Ochaco's attempts to empathize with her, pouring her out to the hero and revealing what her life was like prior to joining the League of Villains.
- Jafar: The extent of his actions are merely attempted homicide, and he comes off as a generic power-hungry sorcerer.
- Jagoan: Typical power-hungry villain he has no too horrible acts.
- Jiemma: He is too standard for the Fairy Tail franchise.
- Josh Washington: He's tragic, remorseful, never kills anyone nor does he intend to (unlike the Wendigos or even the protagonists depending on your choices), and has loved ones (his sisters and maybe Sam too).
- Kaa (Disney): His actions are standard and he is an On & Off villain.
- King Dice: His actions are standard for a villain.
- King Salazar: His actions fail the baseline and he is not taken seriously enough.
- Kronick: Him exposing sheep herders to a nerve gas is entirely offscreen and onscreen crimes are too generic.
- Lady Tremaine: Her actions fail to breach the baseline.
- Lord Faarquad: He is too standard and comedic to count.
- Lucius Malfoy: He fails the in-story heinous standards to other more vile villains in the Harry Potter franchise, cares for his son, and ultimately redeems himself.
- Maleficent: She doesn't do anything beyond standard villainy, and she didn't attempt to kill Aurora as a child since she turned 16 and her most heinous accomplished action was undone easily.
- Maestro Forte: His actions aren't enough to make him qualify with his worst crimes being manipulation and trying to stop Belle and The Beast from falling in love.
- Marcus (Angel): Too much offscreen villainy and badly flunks the standards for the Buffyverse.
- Marcus Cole: His crimes are generic, even disregarding the fact that he fails the heinous standards to Bryce Walker and Montgomery de la Cruz.
- Millicent Clyde: She is only a standard "kill the heroes" type villain, who never actually succeeds in murdering her opponents. She is also a Minor Tragic, since her actions do not go far enough to completely invalidate her tragedy of her father's unfair treatment.
- Mizuki: Even in spite of his actions in the fillers too standard villain, just a power-hungry, big mouth evil man.
- Moonfish: He fails the heinous standards, in part due to his cannibalism being offscreen.
- Moreno: His worst crime of slavery was standard for the era.
- Morgana (Disney): She is way too standard with only a few attempted murders as her worst crime.
- Mother Gothel: She is not heinous enough, especially given how her attempted murder wasn't that much of a success either. Plus, it is not uncommon to be afraid of death, which indicates that she wasn't completely selfish, as her drive was something that has been considered to be a scary thing to happen. Not only that, but she also massively fails the In-Story Standard to villains like Zhan Tiri, Andrew, The Baron and even her own daughter Cassandra. Even by judging her heinous in Tangled alone she doesn't stand out enough to be classified as even somewhat atrocious.
- Mr. Gristle: His actions are too standard.
- Mysterious Warrior (Double Dragon): All he did was one murder and one attempted double murder. And the murder victim gets brought back to life.
- Nasira: Her actions are too standard and she protective Jafar too much.
- Nightmare (Five Nights at Freddy's): His actions are standard for the franchise with even his possible attempted child murder being done many times before and after. He also lacks and personality.
- Oddjob: His actions are mostly just standard and he fails to stand out compared to other Goldeneye villains.
- Ozzie Ostritch: Seeing as all the other animatronics did the same thing (which is eating humans alive), he easily fails the heinous standard and lacks characterization. Not to mention that he can arguably be comedic at times.
- Park Yeon Jin: Although she is a personal villainy of Moon Dong-eun, she still fails the Heinous Standard to Son Myeong O.
- Percy Wetmore: He didn't intend his execution of Del to be as bad as it was, and he fails the standard to Wild Bill.
- Pitch Black: His actions amount to generic fearmongering.
- Prince Charming: His actions are standard and he also cares for the Fairy Godmother.
- Prince Hans: His actions are very standard, especially when compared to Runeard, and he has a legitimate tragic backstory.
- Ransom Drysdale: He fails the baseline, with only one murder and two attempted ones.
- Rapu: His crime of letting the people of Gorr's planet starve does not indicate how high his kill count is. He also fails the standards to numerous other deities who attempted or have done far worse such as Hela and Ammit. As well as non deities such as Ronan, Malekith, Arnim Zola, Red Skull and General Dreykov.
- Red Skull (Phineas and Ferb): He is not taken seriously enough and fails the heinous standard.
- Sand dan Glokta: Has a Freudian Excuse of being tortured in the past, cares for West and his sister, and is remorseful and honorable.
- Sergei: His actions are too standard.
- Seto Kaiba: Despite having a villain who is very antagonistic he's not that heinous and has a large degree of redeeming factors.
- Seventh Sister: Her actions are too standard, especially for Star Wars.
- Shere Khan (Disney, Animated): He is not always taken seriously and fails to do anything above standard villainy and while he was more dangerous in the sequel he still fails to do anything above standard villainy.
- Shin Uchiha: His actions fail to stand out among most of the villains of the Naruto franchise and he only intended to kill one of the main characters.
- Smile Away Reformatory School Sergeant: His torture isn't bad enough and is overall not taken seriously enough.
- Son (Star Wars): His actions are too generic for the Star Wars franchise, he feels remorse for killing his sister, and he cares for his sister and father, and has severe moral agency issues due to bring the embodiment of the dark side of the force.
- Stinky Pete: Way too standard to qualify.
- Stranger (Walking Dead): Too standard of a villain, loved his son Adam, and wanted to keep Clementine safe.
- Stromboli: He fails to stand out among other villains in Pinocchio (especially the Coachman).
- Tavion Axmis: She is too standard compared to other Star Wars villains.
- Team Killer Ink Leader: Even though she has crossed the MEH (by almost killing Meggy by pushing her down an obstacle course pit) and is presented as a Hate Sink, her other actions are extremely standard for the SMG4 series.
- Thaddeus Sivana (DC Extended Universe): His worst actions are pretty standard for the DCEU and he is pretty tragic.
- The Devil (Cuphead): His acts of stealing souls are standard for a Devil and he is also pretty comedic.
- The Father (I Wanna Be the Guy): He is not heinous enough due to off-screen villainy, lacks any distinct characterization, and cannot be taken seriously due to the parodic nature of the game itself.
- The Fishman Creature: Too animalistic and standard, which is not helped by the possibility that the people it was said to have thrown off the ship might still be alive.
- The Thin Man (Little Nightmares): He is a grey-zone "kill-the-heroes" villain who is too sympathetic and enigmatic.
- Tito Turtle: Does the same as every other animatronic in the movie, and is over-the-top comedic in his dialogue.
- Vinnie (Five Nights at Candy's): The worst he gets is murdering two people, and he feels remorse over said murders.
- Viserys Targaryen: His actions are very standard by ASOIAF standards.
- William Boone: His crimes are too standard for him to qualify.
- Willy Mackey: His crimes consist of trying to steal the Lee Brothers' supposed secrets, kidnapping Marian, trying to kill the brothers each time they meet and (In the arcade version of Double Dragon II) committing one murder. This is very barebones.
- Wolfram (My Hero Academia): His actions are very standard for the franchise and don't have much of a lasting impact.
Some Combination
- Jane the Killer: She barely qualifies as a villain and doesn't even come close to being Near Pure Evil. Not to mention that she was turned into a villain by Jeff himself.
- Jenner (Book): He is just an arrogant rat was not even considered to be a villain in the first place, just someone who thought he could lead with the group who followed him that in sadly lead to a disaster.
- Man (Bambi): Has no personality, only has one murder, and might not even be malicious.
- Russel Van Pelt: He was programmed to be evil and lacks sufficiently heinous actions.
- Takuto Maruki: Only wanted to fix the problems of the world.
Franchises
- Captain Underpants: Series is too comedic for near pure evils.
- Crossed: The heinous standard is so high that nobody can go past standard for the franchise (other than Beauregard Salt). For instance, rape, graphic torture, and pedophillia are all bog-standard for the franchise. This is not helped by the fact the worst villains lack moral agency.
- Despicable Me: Almost everybody is played for laughs too much and/or has too many redeeming traits. And Belle Bottom, the one person who isn't played for laughs, does little more than try to kill heroes.
- Family Guy: Almost everything is played for laughs and the few characters taken seriously enough to count (such as Jeffery Fecalman and Michael Pulaski) are far too standard for the series to qualify as Near Pure Evil.
- Garfield: Most of the franchise’s characters are too comedic and the few who aren’t, like Master Control, fail to pass the baseline.
- PJ Masks: Practically every villain is played for laughs and the ones that aren't fail to meet the baseline standard.
- Scratch Show: No one stands out in Scratch Show since everyone is extremely awful, and is stated to be a satire by the creator himself.
- A Serbian Film: The film is an exploitation movie with no message.
- South Park: Everything is played for laughs in the show.
- Steven Universe: The villains that are heinous enough to qualify were redeemed and the ones that didn't fail to stand out enough past the standard.
- SuperMarioLogan: Most characters are played for laughs and the ones that aren't fail to stand out from the ones that are.
- Superjail!: The show is exploitation where everything is played for laughs, and the main premise is hundreds of inmates being brutally killed every episode, meaning no one can stand out (except for the Warden who is also played for laughs).
- Team Fortress 2: The franchise is played for laughs all the characters are on and off, and grey zone and there is little story.
- The Amazing World of Gumball: Practically every single villain is played for laughs in some way, and the few villains that are serious enough to qualify (Rob, the Void) have other issues preventing them.
