Mrs. Shelby, A.K.A. Mother Shelby is the main antagonist of the Law & Order episode "Sects". She is a perverted cult leader who runs the Children of the Divine cult, a cult where children are forced to use drugs and have sex with older men/women, their brothers and sisters, and even other children.
She was portrayed by Deborah Hedwall.

What Makes Her Close to Being Pure Evil?[]
- While running her cult, she constantly drugged the kids in the group and forced them to have sex with older men and women that she called Nannie’s. In addition, Shelby also made the children and blood related members rape each other as well, which she participated on occasions.
- She forced her son David Ranson and Stacey, his sister, to have sex with each other.
- If members tried to leave, Shelby would force them into a concentration camp to break them down.
- After giving drugs to her other son, David, she let him die while he overdosed, making her responsible for filicide.
- Members who left usually died from overdoses or suicides, and the ones that didn’t, went on a forum to talk about the abuse they had to regularly endure.
- Because of her actions, Delores Diamond is killed by David, driving him to attempt suicide later on.
- Despite the fact she was clearly guilty and her family hated her, she manipulated her children into not telling the truth and perjuring themselves on the stand.
- In court, despite the evidence that she committed several rapes, she lied to the court that she was disgusted by the book of David and that she did what every spiritual leader had once done.
What Prevents Her from Being Pure Evil?[]
- While she passes the heinous standards due the the massive scale of her crimes, her hundreds of victims, and the horrific depravity of her actions, most of her crimes are completely off-screen villainy.
