Mister Burke is a minor antagonist in Fallout 3. He along with his boss Alistair Tenpenny want to blow up Megaton since they feel it is a stain on the view of their balcony. Alistair requested Burke to tell everyone to evacuate the town so he could blow it up. While Burke agreed to blow the town up he didn't tell anyone about it as he wanted to cause mass collateral damage in the process.
He was voiced by Wes Johnson.

What Makes Him Close to Being Pure Evil?[]
- He and Tenpenny wanted to blow up Megaton for the petty reason of it ruining the view on their balcony, not caring about how it was the home to many people.
- Tenpenny ordered Burke to tell everyone to evacuate Megaton so that no one would be killed by them blowing it up, but Burke decided not to tell anyone about it because he wanted to kill everyone in the town with the explosion too. This also killed 2 children which is unique for Fallout as child murder is rare for the series.
- If the wanderer tells Lucas Simms about Burke's plan to destroy the town, Burke kills Lucas and then attempts to murder The Wanderer for ratting him out despite it being morally the right thing to do.
- If The Wanderer does go through with his plan to blow up Megaton, Burke shows how sadistic he is as he tells The Wanderer to savour the moment of all the citizens in Megaton not knowing they are about to be blown up and gets super excited at being told that the pulse charge has been rigged inside the atomic bomb in Megaton and then can barely stifle his laughter after seeing Megaton get blown up and thinks the bomb detonating was a beautiful sight.
- If Roy Phillips massacres Tenpenny Tower with The Wanderer, then Burke initially wants to get revenge for his employers death but after Roy convinces Burke to spare his life if he lets him blow up Megaton after Burke threatened to kill Roy and his ghoul companions.
- After their conversation, Burke tells Roy his massacre as the tower was inspiring to him as he has always believed in natural selection.
What Prevents Him from Being Pure Evil?[]
- He is very affable towards The Lone Wanderer as if they reject his idea at first Burke still gives them the opportunity to come back later, obviously respects them if they do go through with the plan, allows The Wanderer to be the one to blow up the bomb, and pays them well for helping him with his goal and gives them a master suite in Tenpenny Tower.
- He does seem to care about his boss Alistair Tenpenny as he cries if The Lone Wanderer kills Tenpenny in front of him, although this is a minor preventation as Burke put blowing up Megaton above avenging his employer's death after Roy wanted to save his own skin with their deal. Of course, the main reason was because Roy spared Mr. Burke out of fear that he would kill him for Alistair's demise, and Roy is far worse than Mr. Burke himself.
Trivia[]
- Ironically, Mister Burke has Very Evil Karma, which contradicts his overall, affable nature towards the Lone Wanderer, and does not hold a grudge against them if they refuse his offer, whereas Roy Phillips himself is Pure Evil yet has Good Karma with no given explanation as to how Roy Phillips even got Good Karma in the first place owing to his incredibly depraved actions.
