Louis Salvatore is a supporting antagonist and major character in Fallout 2. He is the oldest crime lord of New Reno and leader of Salvatores. He started dealing with Enclave to get laser weapons to gain advantage in race to control over the city. He is also responsible for poisoning Wrights' youngest child Richard.

What Makes Him Close to Being Pure Evil?[]
- He killed anyone who tried to find out how he got laser pistols for his gang.
- He ordered his men to butcher multiple Mordino and Bishop's men with laser pistols.
- Even considering the fact that they were trying to take over his territory it is clear that he done it only to intimidate other crime lords and not out of self-defense.
- He hired Chosen One to kill Pretty Boy Lloyd for stealing money from him.
- He extorts money from Renesco the Rocketman who is the owner of local pharmacy. He also use his pharmacy as front for drug dealing.
- He tricked Renesco to poison jet which was given to Richard Wright (youngest child of Wright family), while Renesco is far from good person it is clear that he would never hurt a child as he will feel heavy remorse for taking part in this if he finds out about it.
- He gave poisoned jet to Richard and tried to frame Big Jesus Mordino for it in attempt to start a war between two crime families.
- If his plan succeeded the entire Wright family will be executed, including multiple children and teens.
- If his family will be the strongest one in New Reno he will slaughter everyone who oppose him with laser weapons killing presumably hundreds of people. After successfully taking full control of the city, he will force residents of New Reno to celebrate this massacre as Ash Friday.
- While it is unlikely that he knew about Enclave plans of wiping out majority of humanity with modified FEV virus he still gave them chemicals which were necessary for them to create modified FEV virus.
- While he is protecting New Reno from bandits it is pure pragmatism.
- While his death of having his oxygen tank stolen is taken sympathetic it doesn't make him a scapegoat as he did deserve this for killing multiple people (including children) to take over the New Reno.
What Prevents Him from Being Pure Evil?[]
- He is benevolent boss to his men, this is evidenced by the fact that he right-hand man Manson consider him his father figure.
- He is honorable as he gave half of the money stolen from him by Lloyd to the Chosen One.
- His problems with breathing are taken sympathetic by narrative and as him being killed by having his oxygen tank stolen gives Chosen One negative karma and his men will mourn his death.
- While he has less resources than Big Jesus Mordino, Nero and Big Sal due the fact that he does not have their influence and even connections to Enclave don't give him much except very basic laser pistols he still ends up being outheinouses by Salt-Upon-Wounds who while being just a tribe chief massacred New Canaan even going as far as to beat children to death with clubs for sadism, while Salvatore only attempted to massacre everyone who opposed him, however it is a minor prevention as poisoning Richard to start a bloody gang war which would end in Wrights (including all children) being executed is still very cruel action.
