Lance Hornsby is the secondary antagonist in the 11th and final season of AMC's The Walking Dead. He is a major antagonist in the first part, the main antagonist of the second part, and the secondary antagonist of the third part.
He is the deputy governor and high-ranking member of the Commonwealth who is in disagreement with the current government of Pamela Milton and wants to take over all the community to expand across all the country.

What Makes It Close to Being Pure Evil?[]
- While he hates Sebastian for being Pamela’s sadistic shit of a son, this is not a disqualifying factor as he only hates him for being a bratty and petty elitist.
- Sells propaganda to people in the wasteland by acting like the commonwealth is a fair and equal place to live.
- While he can show villainous respect, this either comes when the person he's affable to gives him something in return and is useful in his goals, and even if these were real preventions, he slowly sheds them throughout the season.
- Uses Shira (thought to be Stephanie Vega) as a pawn so that Lance can find information on Alexandria and ultimately make them bow down to the commonwealth.
- After being revealed as a trap, he sadistically talks to Eugene about how it will benefit Alexandria.
- Forced Toby Carlson (who wanted to stop killing) to betray his ideals or otherwise his life would be ruined, and his family would be killed.
- When sending weapons disguised as resources for Alexandria and it getting ambushed by Leah Shaw, instead of looking into who did it he blames a community named Riverbend and sends soldiers after them, killing the rest of the population, estimated at around 40
- Due to Aaron and Gabriel covering up the death of Toby Carlson, he goes to the hilltop and tries to convince Hershel to tell him what happened.
- When his convoy of commonwealth soldiers gets ambushed and murdered by Leah Shaw, he strikes a deal that she can murder Maggie, causing Leah's death and several others
- Helped Sebastian send 40 low-class citizens to receive his money which resulted in all of them being killed, something he shows no remorse for.
- After being embarrassed by his injury and failures, he orders his soldiers to seize the communities and force them into the commonwealth, he then flips a coin to see if Oceanside and its kids will be killed
- Orchestrated a war between the survivors and the commonwealth that threatens the lives of the main characters and Commonwealth soldiers.
- Threatens Daryl Dixon's adopted sons so that he and his friends would surrender.
- Ordered his spies to kill 10 commonwealth janitors and to send their zombies to Founders Day. This results in multiple people being brutally murdered and Sebastian trying to kill Maxxine.
- Feigned care for Sebastian so Pamela Milton would spare him, which Pamela found out and realized he cares for almost nobody but himself.
- Instead of helping Carol when being attacked by zombies, he stood by as she almost got bit.
- When Lance says that he and Pamela were using trains to link communities together, they both realize that he is lying and deduce that it is not to link them, but to traffic humans for hard labor.
- When Daryl and Carol let him go into the wilderness on his own, he grabs an assault rifle from the back of a truck and tries to kill both of them.
- His Freudian Excuse of being constantly overshined by Pamela Milton, is and has never been valid as he still has a considerate number of terrible deeds he does because he is a traitorous and manipulative egotist, and not because he was affected in any meaningful way.
- While Pamela did worse with thousands of attempted murders, Lance just barely stands out with his war instigations, his unique crimes, and the fact Pamela can't do most of his crimes without him. He also lost his resources for several episodes, so he never had the chance to endanger the commonwealth.
What Prevents It from Being Pure Evil?[]
- All things considered; he has some non-pragmatic moments that show he isn't completely heartless.
- He didn't show any anger at Shira secretly leaving Eugene when they talked about furthering their relationship.
- He was traumatized when Pamela forced him to feed pieces of Roman to Sebastian's zombie, admitting "It shook me" and even having a reaction that showed he was affected after Daryl and Carol find him in his cell.
