Kevin O'Donnell is the main antagonist of the Law & Order: Special Victims Unit episode "Hardwired". He is a pedophile and serial child molester who heads the pedophile rights group Our Special Love.
He was portrayed by Garret Dillahunt.

What Makes Him Close to Being Pure Evil?[]
- He runs a pedophile rights group known as "Our Special Love" which advocates for the legalization of pedophilia, believing that it is okay and natural for adults to have relationships with children and be sexually intimate with them. He has countless other pedophiles in the group who he has show him evidence of them sexually abusing children in order to become members. He collects the child pornography for himself and saves it for his own pleasure.
- When he was 30, he preyed on an 11 year old girl who he groomed, dating her from 11 to 14 and having sex with her, making her believe it was normal. Even as an adult, she saw nothing wrong with what happened and was brainwashed by Kevin into seeing it as okay. While she claims that he was a gentleman, this was just a facade so that he could take advantage of her. While Kevin convinced her to move in with her grandmother rather than stay with him though it would end their relationship, this was only because she was too old for him to be sexually interested in any longer.
- Pedophile, Thomas Banks, who wanted to join Our Special Love, took in single mother, Eva Santiago, and her son Cory, who he would molest and rape. Kevin has Thomas take photos of the sexual abuse he inflicts Cory to send to him in order to gain entry to the group. This leaves Cory incredibly traumatized and his mother devastated.
- He goes to Thomas' house for dinner where he meets Cory and hows him a pornographic photo of him that Thomas had sent, telling him how he and Thomas' love is special and saying how Thomas wanted to show him what a "beautiful boy" Cory was and he tells Cory how he doesn't want him to "cheat" on his stepdad, mentioning how he likes little girls instead.
- He tries to justify his crimes by comparing the law against pedophile the law against gay marriage and interracial marriage.
- He show no remorse for his crimes and the deep trauma he indirectly caused Cory.
- He is confirmed to have over 1,000 counts of child pornography that he has collected from his group of the years, connecting him to the sexual abuse over 1,000 children.
What Prevents Him from Being Pure Evil?[]
- He suffers from some Fridge Horror as while he is connected to over 1,000 cases of child sexual abuse, his involvement in all of these incidents is not made clear and it is not known how directly he was involved.
