Kengo Ino, also known as Kamen Rider Blood, is one of the members of Blood Tribe and the main antagonist of Kamen Rider Build: Be the One.
He is portrayed by Masanobu Katsumura.

What Makes Him Close to Being Pure Evil?[]
- Prior to the series, he, alongside three of his kind, possessed four astronauts when they found the Pandora Box on Mars.
- He was one of those who indirectly caused the Sky Wall incident and secretly triggered the Japanese Civil War.
- When Evolt abandoned the Blood Tribe's plan to destroy the Earth, he and his minions continued his task.
- Started the Build Annihilation Plan in order to make Kamen Rider Build fall into despair.
- Manipulated and brainwashed the entire city into hunting down the Kamen Riders, particularly Build.
- Brainwashed Ryuga into turning against Sento and allowing him to defeat Sento, only for Evolt to save him.
- Sadistically taunting Sento throughout the movie.
- Took away Sento's Hazard Trigger for himself to transform into Kamen Rider Blood.
- Blackmailing Sento into bringing him the Pandora Box in exchange for Ryuga, but then broke the promise as he was going to use Ryuga to transform into Kamen Rider Blood.
- When he was outmatching Sento, he was bragging that he is unstoppable.
- Despite Sento rescuing Ryuga from his grasp, he still wanted to destroy the Earth by using the Pandora Box to go to the center of the Earth and destroying it.
- Attempted to destroy Sento and Ryuga in their Kamen Rider Cross-Z Build form.
What Prevents Him from Being Pure Evil?[]
- Failed the Heinous Standards compared to Evolt and Killbus, since Evolt destroyed all life on Mars, including to have indirectly raped Ryuga's mother, and Killbus destroyed his home planet. In addition to this, most of his heinous acts were done offscreen.
