Keiji Shibusawa is the secondary antagonist and final boss of the game Yakuza 0 (specially being the main antagonist in Kiryu's Story).
He is one of the three lieutenants of Sohei Dojima, patriarch of the Dojima Family and is the patriarch of his sub-family, the Shibusawa family. His main goal is to be promoted to Captain of the Dojima Family, formerly occupied by Shintaro Kazama, who's now in prison, by obtaining the Empty Lot for Dojima's project and will cross every length to achieve his ambition. If anything, he's heavily to be more ruthless than the likes of both Kuze and Awano.
He is voiced and portrayed in motion capture by Hideo Nakano.

What Makes Him Close to Being Pure Evil?[]
- Although he came across as more affable than both Kuze and Awano, he later shows his true colors of being more ruthless and extreme than those two, as Shibusawa is willing to cross any length to get the Empty Lot and become the new captain of the Dojima Family.
- Hired Homare Nishitani and the Kijin Clan to kidnap Makoto Makimura,the owner of the Empty Lot.
- He also hired Jun Oda, the right hand of Tetsu Tachibana, a real estate agent broker and Kiryu & Kazama's ally, to kidnap Makoto.
- Ordered a crooked cop to kill Nishitani after the latter failed to kidnap Makoto. He's also indirectly responsible for Billiken's death.
- While chasing Kiryu and Makoto, he shoot the taxi driver who was taking them to Kamurocho to death.
- He kills Oda, after the latter failed to kidnap Makoto and kill Kiryu.
- He orders Kuze to torture Tetsu Tachibana to obtain information about Makoto and the Empty Lot, making him directly responsible for his death.
- He kidnaps Makoto and brings her to Sohei Dojima.
- Ordered Sohei's hitman, Lao Gui, to shoot Makoto. While he secretly orders a non-fatal shot, it's only for pragmatic reasons, wanting to use her to discover Sera's hideout and for leverage against Dojima. This proves that he isn't loyal, even to his own boss.
- After becoming Captain, he orders the deaths of Kazama, Kiryu and every member of the Kazama family.
- Orders Kuze to plant a bomb on the Kazama's Family office (to which the latter secretly disobeyed).
- Makes a raid to the yacht who was used as Makoto's hideout. During the raid, several Nikkyo Consortium men were killed by Shibusawa's men.
- Attempts to murder Kiryu in the final battle.
- When defeated, he asks Kiryu to kill him, not for honor or remorse, but only to make Kiryu a killer, smugly telling him, that if he doesn't kill him, he will try again to kill Kiryu and Makoto.
What Prevents Him from Being Pure Evil?[]
- He has a sympathetic backstory. His father, a political aide, was forced to take responsibility for the actions of his corrupt boss and killed himself. After discovering his body, Shibusawa realized that there was no point in being ethical and honest and decided to join the yakuza. However this is a minor prevention, consdering his tragedy isn't correlated to his actions in the game, and unlike other sympathetic Yakuza villains, he shows no care for his deceased relative.
- Spares Makoto's nurse and allows her to leave, despite having nothing to gain from her, even thanking her for her service.
