Fourth Chairman, you've been a thorn in for the Tojo Clan and for the Yomei Alliance for too long... WHAT DO YOU TAKE US FOR?! You... and the sixth chairman.. always looking down on me! DIEEEE!
~ Sugai's rant, while beating a defensless Kiryu with an iron pipe

Katsumi Sugai is one of the two secondary antagonists (alongside Takumi Someya) of the 2016 beat'em up drama video game, Yakuza 6: The Song of Life.

Once an advisor of the Tojo Clan chairman, he's become the acting chairman of the Tojo Clan, after the arrest of Daigo Dojima. He's also one of the members of the conspiracy guided Tsuneo Iwami, the son of the Yomei Alliance's chairman Heizo Iwami, who decided to cause a massive fire on Little Asia, the Chinese district of Kamurocho, to permit the rise of the Saio Triad in Little Asia, and the rise of Sugai, after the fake war between the Triad and the Tojo Clan caused the chairman of the Tojo, Daigo, to be framed and imprisoned.

He was voiced by Ryusei Nakao.

His Evil Ranking[]

What Makes Him Close to Being Pure Evil?[]

  • He collaborated in creating a massive fire in Little Asia to permit the rise of the Saio Triad, endangering and possibly killing several civilians.
  • Created a fake war with the Saio Triad, causing Daigo and Goro Majima's arrests, and permitting his rise as acting Chairman of the Tojo Clan.
  • After Iwami kills the son of the triad boss, he wages war against the triad, transforming Kamurocho in a mob war zone.
  • Although he acts affably in his meeting with Kiryu, this is only a façade who gets completely shattered in his next appearance.
  • Under Admiral Daidoji's orders, he sends Takumi Someya, a patriarch of the Tojo Clan, to Hiroshima to kill Kiryu for having revealed the Secret of Onomichi (a WW2 battleship), only failing due to Someya's respect for Kiryu and his desire to overthrow Sugai.
  • Along with Iwami he kidnaps Kiyomi Kasashira, the innocent ex-wife of Someya, sadistically forcing him to fight Kiryu under the threat of Kiyomi's death. When Iwami orders her death (luckily averted by his enforcer Koshimizu, who disgusted by their lack of honor, fakes her death and brings her safe) despite Someya's suicide, he smiles before leaving the room.
  • Kidnaps Haruka, the adoptive daughter of Kiryu, and her infant son Haruto, forcing Kiryu to be beaten with an iron pipe by Sugai first and later by Iwami's bare hands.
  • Under orders from a defeated Iwami, he shoots Nagumo in the ribs and tries to kill Haruka, Haruto and Yuta, forcing Kiryu to protect them with his own body.
  • After cornered by the Hirose Family, he cowardly kills himself.
  • Although he blindly follows Iwami's orders, this is probably for cowardice and/or pragmatism, rather than genuine loyalty.
  • Has no redeeming qualities and zero excuses for his crimes, and his hatred for Daigo, who supposedly looked down on him when he was an advisor, is just a petty excuse to rise to power.

What Prevents Him from Being Pure Evil?[]

  • His crimes are shared with Iwami or committed under his orders, meaning he fails to stand out from him. However, considering his pleasure in committing his crimes, this is only a minor prevention.
