Kaguya Ōtsutsuki is the overarching antagonist of the Naruto anime and manga series. She was a goddess and the progenitor of chakra in Naruto's world. She is a member of the Ōtsutsuki clan who used to rule the world over a millennia ago and the one who created Black Zetsu.
She was voiced by Mami Koyama (who also voiced Charlotte Linlin) in Japanese, and Cissy Jones in English.

What Makes Her Close to Being Pure Evil?[]
- She created Black Zetsu, leading to the creation of the Cycle of Hatred between all of the shinobi world and manipulation of various major characters in the story. All led for her own benefit of being unsealed and revived.
- In the past, she betrayed fellow clansman Isshiki in order to claim the Chakra Fruit for herself, leaving him for dead.
- She used the power of the god tree to take over 100,000 people and convert them into White Zetsus. The process of converting people to White Zetsus strips her victims of their personalities and identities and turns them into husks and empty shells of their original selves.
- When Hagoromo attempted to reason with Kaguya and convince her to stop sacrificing people to the God Tree, she refused to listen to him, believing Hagoromo to be ungrateful for the power she gave him.
- She took control of Hamura's mind and forced him to attack Hagoromo.
- She took on the form of the Ten-Tails and proceeded to fight and attempted to kill her sons, Hagoromo and Hamura, so that she could get her chakra from them.
- She manipulates Madara Uchiha into becoming her host by telling him to absorb the God Tree into himself which would set himself up to be a vessel for her revival. Through Black Zetsu, she had him painfully absorb all the chakra from nearly every being in the world who was placed under the Infinite Tsukyomi in order to use Madara as a way to revive herself.
- During her battle against Team 7 and Obito, she uses the Amenominaka technique against her enemies by shifting the setting from Naruto's world to the lava dimension. The act of doing this put Team 7 and Obito at great risk of dying if they fell into the lava below them to which Kaguya expressed apathy.
- She absorbs Naruto and Sasuke's chakra when she comes within reach of them before declaring her hate for them. For the remainder of the battle, she makes attempts against their lives while also attempting to absorb their chakra.
- She pulls Sasuke away from Team 7 and leaves him stranded by himself in a hot, dry, desolate desert dimension.
- She fights against Naruto and makes multiple attempts to either absorb his chakra or kill him through the use of the All-Killing Ash Bones technique.
- She kills Obito Uchiha during her battle against Team 7 by using the All-Killing Ash Bones technique. This occurs after she decides to kill both Naruto and Sasuke instead of absorbing their chakra which resulted in Obito performing a heroic sacrifice to protect both of them and Kakashi.
- While fighting against Team 7, she unleashes the Expansive Truth Seeker Orb, her most powerful technique which is said to be powerful enough to destroy the main dimension she and Team 7 are in to make a new dimension in its stead. She intended to use this to kill Team 7 who stood in her way.
- She wanted to use the victims that Madara trapped inside of Infinite Tsukyomi and convert all the people into White Zetsus. She intended to build an army for herself to fight against other Ōtsutsukis who wanted her chakra.
What Prevents Her from Being Pure Evil?[]
- In the anime, which expanded on her backstory, she is shown to be distraught after seeing Aino, a handmaiden she knew and loved, die in a conflict. Due to witnessing violence from humans and losing someone she cared for, Kaguya starts to lose her faith in humanity and saw humans as violent. Also, according to Hamura, he sensed his mother's feelings while under her control and noted she was afraid, only doing what she thought she had to do.
Trivia[]
- After Kaguya's defeat, Naruto tells Hagoromo that out of all the enemies he faced, he could not sympathize with Kaguya due to her cold and distant personality.
