Judge Zeller is a minor antagonist in Fallout 4, appearing in the side quest Prep School. He is a sadistic raider leader and head of a gang of fiercely loyal brainwashed followers known as Zeller's Army.

He was voiced by Matthew Yang King.

His Evil Ranking[]

What Makes Him Close to Being Pure Evil?[]

  • He's the founder of Zeller's Army, a ruthless raider gang that harasses and robs the trade caravans of Bunker Hill.
  • His gang consists of mostly captured caravan hands and wastelanders who he puts through horrific torture in order to mentally break them down before forcing them to sign a blood pact, permanently binding them to servitude under him.
  • Throughout his hideout at the East Boston Preparatory School, bodies of wastelanders and settlers can be found, presumably of those who refused to break under his torture.
  • On the terminals spread throughout his hideout, there are terminal entries disclosing various members of the gang and the torture methods used to break them, these include:
    • Stinky: Left in total isolation and burnt.
    • Red Finger: Breaking his fingers, starved and tooth removal.
    • Fishface: Constant severe beatings.
    • Rock Teeth: Beatings, tooth removal and threats of dismemberment.
    • Beggar: Starvation, beatings and threat of being eaten alive by rats.
      • Though only five are mentioned to have joined, the gang is at least triple that in numbers, showing that he had tortured many more offscreen.
  • He murdered an abducted raider known as Killer when he proved to be resistant to their torture.
  • He broke an arrangement made with Bunker Hill not to attack their caravans, demanding more money yet attacking the caravans anyway, abducting three of their workers to convert to his army.
  • Despite the high heinous standards of Fallout, Zeller stands out due to his low resources and unique brand of torture and brainwashing which is only shared with two other villains in the series.

What Prevents Him From Being Pure Evil?[]

  • He fails the heinous standards to The Blood and The Eye, the leaders of the Blood Eagles gang who perform similar acts of torture and brainwashing on a much larger scale than Zeller.
