Joseph Serumaga, also known by the alias Samuel Mbazzi and by his nickname "The Devil of Gulu", is the main antagonist of the Law & Order: Special Victims Unit episode "Hell".
He was portrayed by Mike Colter.

What Makes Him Close to Being Pure Evil?[]
- He was a commander in the Lord's Resistance Army of Uganda and was responsible for thousands of deaths.
- He kidnapped or ordered the kidnappings of several kids so he can make them into child soldiers, also killing some of their family to get them to join.
- Burned down a church full of civilians that contained an entire village and hundreds of civilians
- Kept Miriam Burdett, a child, as his sex slave for three years.
- Evaded justice for his war crimes by posing as a refugee and working as a janitor in New York City for a school.
- When Miriam Burdett recognized him, he attacked and nearly killed her by slitting her throat.
- Viscously attacked and attempted to kill Elliot Stabler with a mop
- He was indirectly responsible for Elijah Okello's death after he held a church hostage
What Prevents Him From Being Pure Evil?[]
- His worst crimes are committed offscreen with all of his onscreen crimes being standard for the series.
