Jorge Padilla is the main antagonist of the Law & Order: Special Victims Unit episode "Once Upon a Time in El Barrio". He is a violent and sadistic sex trafficker who works with his sister Lourdes Padilla to traffic girls and force them into prostitution.

He was portrayed by Angel Rosario, Jr.

What Makes Him Close to Being Pure Evil?

• He works with his sister Lourdes Padilla, who runs a bogus modeling agency to lure in aspiring models to traffic them to America. He is in charge of handling the girls in America where he forces them into prostitution after taking their personal belongings.
• He and his sister traffic aspiring models to America, including Maribel, Sofia, and Valeria who are known by a local priest Detective Velasco knows. There, Jorge forces them to give him their phones and IDs.
• When Maribel attempts to get away, he throws her to the ground and stops on her before pouring a flammable liquid on her and burning her to death in front of the other girls as they watch in horror.
• When he catches one of the other girls trying to hide her phone, he takes it and threatens her, telling her that his sister has "plans for her".
• He forces the surviving girls he trafficked into prostitution.
• He pimps out Luisa, who is only fifteen, to corrupt cop, Don Kubiak who is a member of the ring, resulting in Luisa being incredibly traumatized and afraid of men.
• When learning of the police's investigation into the ring, he arranges the murder of Detective Rosanny Chavez, who works under Kubiak, by having her struck down by a car while she is in the street.
• He finds a buyer for Valeria and plans to sell her, discussing this with Kubiak after he is caught and made to participate in a sting with SVU.
• In the motel where he is having the girls kept, he tries to make the deal with undercover police to sell Valeria and three of the other girls who were trafficked, having them get into a van to be sold. When the police reveal themselves, he threatens them with his gun and only ends up standing down to avoid being killed.
• He is able to pass the baseline with his horrible and depraved crimes, having less resources than traffickers like Ricky Yao.

What Prevents Him From Being Pure Evil?

• He seems to care about his sister, as after she is caught, he is angry at Kubiak when he thinks he may have ratted her out, angrily saying, "You rat my sister out to save your own ass?"
• He also suffers from some Fridge Horror as it is unknown just how many girls he has trafficked and forced into prostitution, with other traffickers having more confirmed victims.
