Jordan Hayes is the main antagonist of the Law & Order: Special Victims Unit episode "Flight". He is a wealthy pedophile who preys on and rapes preteen girls, having his girlfriend and former victim traffic girls for him to sexual abuse.
He was portrayed by Colm Feore.

What Makes Him Close to being Pure Evil?[]
- He sexually abuses Dahlia Jessup as a child and brainwashes her into believing that he loves and cares about her.
- He has Dahlia bring young girls to him so that he can rape them, arranging for preteen girls to be sent to his mansion where they are brought to his private spa to massage him so he can be stimulated, before he rapes them. He has raped numerous preteen girls, with there being the heavy implication that he has victimized numerous others. Hayes also records the assaults or himself. He even gets one of the girls he victimizes to bring her friend to him, leading him to rape her as well, racking her friend with guilt.
- He has Dominque Moreau brought into his massage parlor to give him a massage, having her undress before he brutally rapes her, leaving her injured, bleeding, and traumatized. While on a plane, Dominique wakes up from a nightmare and has a panic attack, accusing Tom, a passenger of assaulting her in her confusion, leading another passenger to beat Tom. When questioned, Dominque reveals that Hayes raped her after having lured her into his massage parlor.
- He goes to SVU and attempts to discredit Dominique by saying that she was the one who raped him in his spa and blackmailed him into going along with it, otherwise she would claim he assaulted her. He pretends he is traumatized by this and has not been able to touch anyone since it happened, claiming SVU will not treat him seriously as a victim, completely mocking not just Dominique but other sexual assault victims in the process.
- In addition to Dominique, six of his other victims come forward to SVU revealing that Hayes had raped them, being traumatized by what he had done.
- He manipulates Dahlia into overdosing on drugs, leading to her being hospitalized.
- When he is arrested, Hayes is placed in a cell with another pedophile, Giles. When the video of Hayes committing one of his rapes is played and Giles sees, he makes a comment about Hayes having a small penis, leading Hayes to violently beat him, before being restrained by the cops.
- It is implied he cut a made a payoff to get off or reduce his sentence when federal agents collet him. He allows Dahlia to take the fall however and refuses to help her. She reveals she is a victim, too, and breaks down. Hayes continues attempting to manipulate her and caresses her face before leaving her to her fate. She screams that she loves him, but Hayes abandons her without remorse.
What Prevents Him From Being Pure Evil?[]
- He suffers from Fridge Horror as while it's incredibly likely and implied he has numerous other victims, it is not confirmed and he fails the heinous standards to child rapists like Bob Clinton who have less resources than him.
