James Savoy is a major antagonist in the 2014 science-fiction action film Transformers: Age of Extinction, the fourth installment of the original continuity of the Transformers film series.
He is a ruthless, corrupt and sociopathic CIA agent who works as the field commander of Cemetery Wind, a CIA black ops unit that has been hunting down all Transformers into extinction since the Battle of Chicago under Harold Attinger's supervision. Once he is notified about Optimus Prime's location, Savoy goes alongside Lockdown to exterminate Optimus and the Yeager family, those who are hiding him, becoming Cade Yeager's rival in the process.
He was portrayed by Titus Welliver, who also played War in Supernatural.

What Makes Him Close to Being Pure Evil?[]
- While his hatred for Transformers in general stem from losing his sister in the blood-soaked human massacre of the Battle of Chicago caused by the Decepticons and Dylan Gould, Savoy is not portrayed in anyway sympathetic, and even regardless of this, he sometimes uses his sister's death to justify himself being simply a jerk and his cruelties to many humans as well.
- Joins the CIA's black ops unit Cemetery Wind, led by Harold Attinger, as its field commander to hunt down all Transformers in the world out of hatred for the Autobots and the Decepticons accidentally causing his sister's death during the Battle of Chicago. While the Decepticons deserved it for causing the battle, the Autobots didn't as they saved the world.
- Kills hundreds of Autobots and Decepticons over the years, keeping some of their body parts to be used to create synthesized slaves Attinger would use to make profit out of greed, even though parts of those Transformers, such as those of Sentinel Prime and Megatron, belonged to the faction that got his sister killed.
- Not only that, but Savoy shows total willingness to work with the Transformer bounty hunter Lockdown in hunting down their targets, proving what a hypocrite he really is even though one can say that he only works with Lockdown due to him being unaligned to Autobots and Decepticons.
- Executes any human witnesses who notified him and his soldiers about the locations of wanted Transformers, even though they called them under the promise of being paid by the government.
- Hunts down Rachet, the Autobot chief medical officer, with Lockdown's assistance, and gleefully watches Lockdown kill Ratchet.
- Goes to Cade Yeager's household after his friend Lucas Flannery calls him to notify him that Cade has found Optimus Prime in the hopes of getting money due to the Yeager family's financial troubles, only for Savoy to try to kill them all for being witnesses to their operation, and when ordered to by Attinger, sadistically threatens to execute Cade's terrified daughter Tessa in front of his eyes so he would tell him where Optimus was hiding.
- He hypocritically calls Cade a traitor to humanity for working with Optimus, despite his own alliance with Lockdown and the fact that he has killed fellow humans himself.
- Tries to collect the Seed on Attinger's behalf so his superior could produce more synthesized slaves with Joshua Joyce's assistance at his KSI facility in Hong Kong, China.
- Chases Joyce to recover the Seed once he betrays them upon realizing Galvatron's rampage on innocent civilians, mocking him for believing he could outsmart the CIA.
- Attempts to murder Joyce and the Yeagers when he comes across them again.
- Tries one last time to kill Cade in a Hong Kong apartment with his own hands, but not before taunting Cade how he wouldn't live to see his family again, during which, he hypocritically downplays Cade's concern for his daughter safety by saying "Tough luck, Yeager. We all have family," despite knowing what it's like to lose a loved one, leading Cade to finally kill him and making his death well-deserved.
- His association with Attinger is one out of professionalism than of genuine care, as Attinger berates him when he fails to kill Optimus Prime and, while shown to be concerned upon witnessing his death, he was only worried about his death out of fear that his crimes would be exposed, not genuinely caring for his right-hand.
What Prevents Him from Being Pure Evil?[]
- Even regardless of how much he enjoys his job, a majority of his actions are done under Attinger's orders or while teaming up with Lockdown, and so fails to stack up to them in comparison.
- Regardless of his tragedy's invalidity, he clearly loved his sister as her death was what pushed him to join Cemetery Wind and hunt down all Transformers for the destruction they caused during the Battle of Chicago. Even though he was willing to kill entire families who protected or knew about Transformers like he tried to do with Cade Yeager's, his love for his deceased sister was never subverted.
Trivia[]
- It's believed by many that Sam Witwicky, the protagonist of the first three Transformers films, was among the humans James Savoy and Cemetery Wind killed between Transformers: Dark of the Moon and Transformers: Age of Extinction, as Sam is indirectly confirmed to have died before Transformers: The Last Knight, which could also apply to his parents and to his girlfriend Carly Spencer due to Sam's association with Bumblebee. If this were confirmed, it would make Savoy even worse.
