Hiram Burrows is one of the two main antagonists (alongside Farley Havelock) of Dishonored. He is the former spymaster of the empress Jessamine Kaldwin, and the responsible for the events of the first game. He brought the Rat Plague to the city of Dunwall to kill the poor, viewing them as nothing more than filthy scum. Later, he ordered the death of the Empress, and took power as the Lord Regent, with the support of his allies.
He is voiced by Kristoffer Tabori.

What Makes Him Close to Being Pure Evil?[]
- Brought the Rat Plague to Dunwall, to get rid of the poor, killing half of the population of Dunwall.
- Blamed the poor for not following quarantine rules, despite being him the responsible of the spread of the plague.
- Hired Daud to kill the Empress Jessamine Kaldwin, and framed Corvo for the murder, meanwhile taking power as the Lord Regent of Dunwall.
- Tortured Corvo to obtain a false confession, and signed his execution.
- Has kidnapped the daughter of the Empress, Emily, and imprisoned her in a brothel, under the surveillance of the Pendleton twins, his allies in the parliament.
- With the exception of his lover, Lady Boyle, and to a lesser extent Overseer Campbell, who he admires for his cruelty, he doesn't care about his allies and only views them as useful.
- While he is shown to suffer from terrible OCD, this doesn’t make him sympathetic as most of his troubles are things he brings upon himself.
What Prevents Him from Being Pure Evil?[]
- He's genuinely in love with Lady Boyle, and will be saddened after her death/disappearance, ordering his men to find her if she was kidnapped.
- It’s shown in his confession that he recognizes the damage done by the plague, and his tone regarding the killing of the Empress seems to be insistent it was needed for his plan to work, suggesting he has remorse deep down. However, he regularly denies responsibility and blames everyone else, making this a weak prevention.
