The Head Techno Union Scientist is a supporting antagonist of Star Wars: Clone Wars, serving as the secondary antagonist of season 3.
He was a high ranking Skakoan scientist within The Techno Union who spearheaded a mutation experiment on Nelvaan to create bio-engineered soldiers for the Confederacy of Independent Systems under General Grievous' orders. In order to do this, he and the Techno Union abducted numerous Nelvaanian males from a local village and ran horrific experiments on them which left them morbidly disfigured. He would meet his well-deserved death by the hands of Anakin Skywalker who used the force to crush the scientist's pressure suit.
He was voiced by Nick Jameson, who also voiced Hans Ubermann in Indiana Jones and the Fate of Atlantis.

What Makes Him Close to Being Pure Evil?[]
- At the behest of General Grievous, he spearheaded experiments on Nelvaan which deformed and mind-controlled the Nelvaanian males.
- The facility he was stationed in brought a cruel winter to the villagers on Nelvaan, further adding on to the suffering he was causing the planet's people.
- He dismisses one of his Skakoan subordinates when he tells him that the experiments are too unstable, to which the scientist brushes him off; claiming 'their concerns are of little consequence to General Grievous', showing how little regard he has for his fellow Skakoans.
- He performs a procedure on a newly captured Nelvaanian male, putting him through immense pain by filling his chamber with acid and electrocuting him. Because this is all shown on-screen, this makes him arguably one of the darkest villains in the 2003 show.
- He ordered the Nelvaanian experiments to attack Anakin Skywalker despite being told they weren't ready, only snatching the controller out his subordinate's hands when he hesitates.
- He cowardly attempts to flee his facility after Anakin frees the Nelvaanians.
- He makes one last attempt to kill Anakin with a blaster before being lifted and suffocated.
- His experiments on the Nelvaanian males still left them all irreversibly deformed.
- Even though he's not named, and has limited screen-time, he still portrays enough of his cold and ruthless personality to prevent him from being a Generic Doomsday Villain. And given that he's a Skakoan and the species is confirmed to be fully sentient, he also lacks any moral agency issues.
- While the Heinous Standards in the Star Wars Expanded Universe is fairly high, the Head Techno Union Scientist still stands out for his horrific experimentation on an innocent population, polluting an entire planet, and showing no regard for his subordinates; all with very limited screen-time and less resources than other villains such as Darth Sidious and General Grievous.
- He may have had genuine admiration and loyalty towards General Grievous as him expediting the Nelvaanian experiments could likely be him seeking the general's approval. This is evident when he puts Grievous' needs before his and his subordinate's own when he rushes the development of the bio-engineered soldiers. However the scientist could also be doing it out of fear of what Grievous might do to him if he fails.
What Prevents Him from Being Pure Evil?[]
- He slightly suffers from Fridge Horror as its unconfirmed if he himself initiated the Nelvaanian experiments or if it was completely under General Grievous' orders. However, given the scientist's cold and ruthless personality, and willingness to sadistically torture innocent lives, this is a minor prevention.

- He is the second Near Pure Evil villain to come from the 2003 Clone Wars show after General Grievous.
- He is the only Skakoan villain so far to not be Pure Evil as Wat Tambor and Kul Teska were both approved as PE.
