Lieutenant General Hershel Von Shepherd III, better known as General Shepherd, is the secondary antagonist of the original Call of Duty: Modern Warfare series.
He serves as an unseen character in Call of Duty 4: Modern Warfare (including its 2016 remaster), the main antagonist of Modern Warfare 2 (including its 2020 remaster) and one of the two posthumous overarching antagonists (alongside Imran Zakhaev) of Modern Warfare 3. He was also a minor character in both the 2011 live-action short film Find Makarov: Operation Kingfish and the 2009 comic book mini-series Modern Warfare 2: Ghost.
He was a corrupt U.S. Army officer in charge of Task Force 141 and the founding leader of his own elite army, Shadow Company, who after losing 30,000 of his Marines to Vladimir Makarov, secretly sought to restore his country's reputation as the world's greatest military force and become recognized as a war hero, while betraying and killing anybody who stood in his way.
In the game, he was voiced by Lance Henriksen; while in the short film, he was both portrayed by David Brandon George and voiced by Don Berns.

What Makes Him Close to Being Pure Evil?[]
- In Operation Kingfish, he sent Captain John Price, Captain John "Soap" MacTavish, Lieutenant Simon "Ghost" Riley, Sergeant Gary "Roach" Sanderson and the Delta Force operators, "Sandman" and Derek "Frost" Westbrook, to an Inner Circle compound in Ukraine on a capture/kill mission to apprehend an individual codenamed Kingfish who was later revealed to be Vladimir Makarov. The mission ended up being a failure as a few 141 soldiers were killed but most of them survived when Price stayed behind to buy them time to escape and was captured and locked up in the Gulag.
- He created his own company called Shadow Company, an elite military contingent who are fiercely loyal to him and does everything he says and wants, which he used to his own ends.
- According to the Museum in the remaster, Shadow Company covertly manipulated global events by aiding in suppression of protests and affecting elections in third world countries through assassinations of political opponents.
- He sent Private Joseph Allen to Moscow undercover using the alias "Alexei Borodin" to infiltrate Makarov's Inner Circle as they planned to massacre Zakhaev International Airport. Unfortunately, Makarov knew of Allen's undercover status and used him as a scapegoat to pin the blame for the attack on the United States.
- It is heavily implied that Shepherd leaked Allen's true identity to Makarov so he would get killed and allow America to receive the blame America for the massacre. He overall started the war against Russia and therefore makes him responsible for the countless deaths.
- He planned a personal war against the Ultranationalists, specifically Makarov, and anyone who knew of Allen.
- He sent Roach and Ghost to collect any intelligence on Makarov's playbook. When they got it and he arrived to collect the intel, he shot them both, had his men throw their bodies into a ditch and soak them in gasoline, and lit them on fire with his cigar.
- He had his men hunt down Makarov's men and the rest of Task Force 141 to tie up loose ends and cover up what he did.
- When Price and Soap attacked his Site Hotel Bravo base, he detonated the base in an attempt to kill them both, disregarding any of his men who were still inside.
- Outside the base when the detonation didn't kill Price and Soap, he ordered a bombardment despite being warned that it was danger close. The attack killed many of his own men and leaving a few survivors burning to death.
- In a final confrontation, he ambushed and stabbed Soap in the chest. He attempts to shoot him in the head only to then fight Price and was trying to beat him to death before Soap pulled out the knife and threw it into his eye and killing him.
- He was ultimately a part of Soap's death as when Soap fell out of a building due to Makarov's explosive his stab wounds reopened which led to his death.
- Despite his death, Shepherd's actions left an impact on the sequel as the war he created had continued to rage on and expanded to Europe, leaving a trail of death and destruction.
- Price and Soap were labelled as war criminals with a bounty placed on them by the United States following his death, leaving them unable to openly pursue Makarov with only the Russian loyalists able to help them until Price's name was cleared after he rescued the Russian President Boris Vorshevsky and his daughter Alena from capture by Inner Circle, which ended WWIII after peace negotiations.
What Prevents Him from Being Pure Evil?[]
- He has a tragic backstory where he lost 30,000 men in a Middle Eastern city from a nuclear detonation under the orders of Makarov, driving him insane and making him feel that the world took its freedom for granted and that the American military has deteriorated even though it's a Minor prevention since he murdered every man who stand in his way without regreting at all.
- He's shown to genuinely care about the men he lost, viewing them as his own sons and went to great lengths to avenge their deaths. However, this is a minor prevention as he is still willing to sacrifice them to kill his enemies.
- He is a well-intentioned extremist who wants the world to know how much is sacrificed for freedom that he believes they took for granted.
Trivia[]
- His Mobile comics version doesn't qualify as Near Pure Evil, since he's a separate heroic character and Mobile is set in another universe.
