Gatō is a major antagonist of the Naruto anime and manga series. He is a powerful and wealthy businessman who has major influence over the economy of the Land of Waves.
He was voiced by Naoki Bandō in the original Japanese version, and by Fred Tatasciore in the English dubbed version, who also voiced The Mawgu in Nicktoons: Battle for Volcano Island, Warden Kuril in Mass Effect 2, the Red Hulk in The Avengers: Earth's Mightiest Heroes, an armored Lord Dominator in Wander Over Yonder, Carnage in Ultimate Spider-Man, Diego Gómez in Resident Evil: Vendetta, Shao Kahn in the Mortal Kombat Legends films and Dr. Ludvig Maxis in Call of Duty: Zombies.

What Makes Him Close to Being Pure Evil?[]
- Gatō took control of the economy of the Land of Waves to make millions for himself. As a result of his corporate influence, Gatō left the Land of Waves in destitute and oppressive conditions.
- To maintain his power in the Land of Waves, Gato threatened the civilians and had hired men enforce his rules through violence.
- When Kaiza stood up to him, Gato had Kaiza tortured to death in front of the horrified civilians to put fear into them so that they do not rise up to challenge him. Seeing Kaiza tortured, horrified Inari, a child when he witnessed the killing.
- Gatō dealt drugs as part of his illegal businesses and did not mind prospering off of people's anguish.
- He hired Zabuza and Haku to kill Tazuna because he knew that the construction of the bridge would interfere in his businesses.
- He sent henchmen to kidnap Tazuna's daughter, Tsunami.
- He was mad at Haku for attacking him earlier and was glad to see him dead, even though Haku only did so to defend his master. When he encountered Zabuza, he defiled Haku's corpse by assaulting it. This act provoked Zabuza into killing him.
- Gatō intended to have Zabuza and Haku killed as he saw that they did not live up to his expectations and even requested that Zabuza take out some of the men he hired to kill him since he was paying them all to do so and wouldn't end up spending as much if some of them were dead as well. This proves that he doesn't care about any of his own minions and that they aren't working for him out of altruism.
- He lacked any redeeming and sympathetic qualities, if not pragmatic qualities.
What Prevents Him from Being Pure Evil?[]
- He fails the in-story heinous standards to a few other villains who committed mass murder and other crimes that affected many people. It should be noted that Gato does not have the resources these characters have, however, having only wealth, making this a minor prevention.
